Tactical OSINT Collector (Data Collection Specialist II) (TS/SCI Required)

Strategic Resilience Group (SRG) is seeking a skilled Tactical Open-Source Intelligence (OSINT) Collector to provide 24/7/365 support to the Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A), Open Source Intelligence Division (OSID). This position supports I&A’s mission to identify, assess, and report on emerging threats to homeland security through the collection and analysis of publicly available information (PAI), including deep and dark web sources.
Responsibilities
Provide rotational 24/7/365 support through six defined shifts (including nights, weekends, and holidays).
Collect, aggregate, and report on publicly available information (PAI) using customer-approved OSINT tools, tradecraft, and techniques.
Monitor open sources across social media, traditional media, gray literature, and dark web environments to support indications and warnings (I&W), situational awareness, and threat analysis.
Produce daily, weekly, and monthly intelligence summaries, briefings, and ad hoc responses to Requests for Information (RFIs).
Support planning and execution of exercises, including scenario development and active participation as an OSINT SME.
Continuously evaluate and identify new OSINT sources, tools, and methodologies to enhance collection and exploitation capabilities.
Assist in the development of OSINT collection plans and contribute to serialized raw intelligence reporting in support of I&A collection requirements.
Translate foreign-language materials using publicly available translation tools and transmit reports per established procedures.
Provide
tactical support
to Watch Operations during emergent threats, crises, and surge events.
Preferred Qualifications
Bachelor’s degree or higher in International Relations, Intelligence Studies, Journalism, Cybersecurity, or related field.
Minimum 3 years of relevant experience in open-source intelligence, social media analysis, or data exploitation in support of federal missions.
Demonstrated experience producing intelligence products and briefings derived from OSINT sources.
Familiarity with Homeland Security Intelligence Enterprise (HSIE) missions and authorities.
Understanding of OSINT policy, compliance, and ethical standards under EO 12333, ICD 203, and DHS MD 11042.1.
Desired Knowledge/Skills Requirements
TS/SCI clearance required at time of hire.
Experience conducting research and analysis across the clear, deep, and dark web.
Ability to rapidly triage large volumes of data and identify threat indicators and emerging trends.
Understanding of Homeland Security Priority Framework (HIPF) and familiarity with structured/unstructured PAI collection techniques.
Strong written and verbal communication skills; capable of drafting concise, accurate intelligence summaries.
Knowledge of foreign languages and regional dynamics (desired but not required).
