Position: Program Manager | NUWC Division, Keyport (1857) Location: Keyport, WA (on-site) Clearance: Type: Full-time, Contingent on Award ABOUT THE PROGRAM NUWC Division, Keyport requires enterprise engineering support across Corporate Ops (Code 10), Test & Evaluation (Code 20), Undersea Weapons (Code 30), Fleet Readiness incl. Rapid Prototyping/CES (Codes 40/42), and Unmanned & Theater Undersea Systems (Code 50). This contract spans TT&E, ISEA, depot/repair, rapid prototyping, obsolescence/DMSMS, systems/software, and C5I/UUV support. The Program Manager (engineering skill set) is the Government’s central point of contact, responsible for cost/schedule/performance, personnel leadership, subcontractor oversight, reporting, and risk management across a multi-disciplinary portfolio and multiple task orders. Own cost/schedule/performance baselines; drive corrective actions and risk/opportunity management. • Manage subcontractors: work allocation, quality, timeliness, and compliance with flow-downs and AQLs. • Serve as primary interface to COR/Branch Heads/QAEs; Deliver contract CDRLs: Weekly Depletion Report, Monthly Financial Report, Program Manager’s Report; ensure data integrity and traceability. • Establish and enforce the Quality Control Program (QCP); partner with Government QA on performance thresholds/AQLs. • Oversee configuration, cybersecurity, CUI handling, and NMCI interoperability for deliverables and digital data management. • Master’s in Mathematics, Engineering, MBA, or other technical field. • PMP or DAWIA III in Program Management. • Demonstrated cost/schedule/performance ownership and program & personnel management. • Financial management (forecasting, burn-rates, variance analysis) and risk management (policy, assessment, mitigation). • Experience running a large support services contract with multiple subcontractors. • Active SECRET clearance (required at time of hire). EVMS practice, risk/opportunity registers, and formal review board leadership (PDR/CDR/TRR/PRR). • Experience with NMCI/MS Office/Adobe workflows and secure CUI handling. On-site at NUWC Division, Keyport; standard day shift with occasional after-hours to support test events/reviews. • Travel: Occasional CONUS travel to ranges, detachments, vendors, and stakeholder sites (≈10–20%, as required by tasking).
