Position Summary HunaTek is seeking candidates for contingent Senior Cost Analyst positions in support of the United States Army Tank-automotive and Armaments Command (TACOM). Ideal applicants are performance-driven individuals with strong cost analysis experience to work closely with the Government client. Qualified candidates will have excellent communication, quantitative, research, and analytical skills.
Essential Job Functions The Cost Analyst, Senior position will include, but not be limited to, the following capabilities:
Perform the full range of cost analyses in evaluation of client programs, to include life cycle cost estimates (LCCE), Rough Order of Magnitude (ROM) cost estimates, Independent Government Cost Estimates (IGCE) and ad hoc cost studies.
Develop Cost Analysis Requirements Descriptions (CARDs).
Lead and manage program office estimate activities.
Lead, develop, update, and apply mathematical and logical methodologies for estimating program costs.
Lead, develop, update, manipulate, and maintain cost and affordability models.
Lead efforts in collecting, normalizing, and analyzing complex data.
Build and defend budget requirements.
Forecast future funding needs.
Evaluate contracting strategy and courses of action.
Conduct planning for acquisition of capabilities.
Identify sustainment cost impacts of acquisition decisions.
Identify interface maintenance funding requirements for all affected platforms/systems.
Manage solution delivery to a baselined schedule.
Provide a basis and supporting materials for briefings to management at the executive and oversight levels for all affected program/project funding requirements.
Work autonomously and as part of a team to meet organizational and project goals.
Lead in the preparation of briefing materials and other communications packages presenting the results of analysis.
Communicate and work with diverse organizations and representatives for data collection, analysis, and results presentation.
Provide thought leadership clearly demonstrating an understanding of the customer mission and innovative ideas to address business challenges of the customer.
Skills and Qualifications Required
US Citizenship is required.
Active Secret Security Clearance.
Proficiency in Microsoft Excel.
Proficiency with uncertainty/risk software packages.
Ability to lead detail-oriented tasks and multi-task under minimal supervision.
Ability to present analytical results to senior leaders/stakeholders.
Ability to manage and work with large data sets.
Possession of excellent data gathering and analytical skills.
Possession of excellent oral and written communication skills.
Working knowledge of the Army Cost Analysis Manual, GAO Cost Estimating and Assessment Guide, DoD Instruction 5000.73 Cost Analysis Guidance and Procedures.
Preferred: Knowledge of the Department of Defense (DoD) Acquisition process.
Preferred: Proficiency with Automated Cost Estimating Integrated Tools (ACEIT), Crystal Ball or SEER for IT.
Education and Experience
Master’s Degree in Cost Estimating and Analysis, mathematics, statistics, economics or other related field and a minimum of 11 years’ experience performing cost analysis, cost estimating, or data analytics for DoD, intelligence, or civil agency programs.
Preferred: Prior experience supporting Department of Defense (DoD) Acquisition Programs (ACAT I-IV).
Preferred: Certified Cost Estimator/Analyst (CCEA®) or Professional Cost Estimator/Analyst (PCEA®) certification.
