GovCIO is on the lookout for a highly talented Senior Data Integration Engineer to elevate healthcare data interoperability initiatives within the VA Program. This role is perfect for a technical professional with extensive experience in Oracle SQL/PLSQL and Java, coupled with a solid understanding of HL7 messaging and healthcare data exchange. Responsibilities
Design, implement, and maintain secure and scalable healthcare data integration solutions.
Develop and optimize Oracle PL/SQL procedures and complex SQL queries for high-volume data pipelines.
Create and manage backend services in Java for HL7 parsing, data transformation, and system integration.
Work closely with business analysts, technical leaders, and security teams to ensure precise and compliant data exchange.
Transform HL7 v2/v3 messages to support interoperability across EHR, lab, and clinical systems.
Develop and utilize SOAP and RESTful web services employing XML and other healthcare data formats.
Engage in Agile development processes using Jira, participating in sprint sessions, daily stand-ups, and retrospectives.
Provide clear technical documentation and data insights for both technical and business stakeholders.
Manage and maintain ETL and orchestration tools as required to support automated and scalable data pipelines.
Qualifications
Required Skills and Experience
8+ years in data integration, backend development, or healthcare IT.
Bachelor's Degree or higher in Computer Science or a related field; advanced degrees are preferred.
Advanced skills in Oracle SQL and PL/SQL, including complex queries and performance tuning.
Expertise in Java development for backend services, API integration, and data processing.
Hands-on experience with HL7 v2/v3 messaging standards for parsing and transforming HL7 data.
Proficient in XML parsing, validation, and schema management.
Experience with SOAP and RESTful API development and integration.
Strong background in healthcare environments, such as working with EHR or lab systems.
Proficient communication skills for conveying complex technical topics to various stakeholders.
Exceptional documentation and presentation abilities.
Demonstrated collaboration and stakeholder management expertise.
Advanced Excel skills including pivot tables, formulas, and report generation.
Good communication skills, with regular meetings with leadership.
Preferred Skills and Experience
Familiarity with ETL tools (e.g., Informatica, Talend, DataStage).
Experience with data orchestration tools like Apache Airflow or Kafka.
Knowledge of Agile methodologies (Scrum, Kanban) and experience with JIRA.
Bonus for previous experience with VA or federal healthcare systems.
Ability to secure and maintain a suitability/public trust clearance.

The expected pay range for this position is $130,000.00 - $145,000.00 per year, with variations based on multiple factors including experience and market location. Total compensation may also include other elements discussed during the hiring process.
