C3EL is seeking a cleared Senior Telecommunications Engineer to join the on‑site team at Fort Shafter Flats in Honolulu, Hawaii. This position is responsible for the design, installation, configuration, and maintenance of telecommunication systems supporting Department of Defense operations. The engineer will manage PBX and VoIP infrastructures, oversee circuit provisioning and maintenance, and ensure continuous, secure voice communications across the enterprise environment.
Responsibilities
Install, configure, and maintain medium to large‑scale PBX systems and associated components.
Administer and support voicemail systems (Meridian Mail, CallPilot) and signaling servers.
Manage and maintain dialing plans, VoIP solutions, and trunk lines including T‑1s, PRIs, BRIs, and analog circuits.
Oversee and support telephony rectifiers and battery backup systems to ensure operational continuity.
Conduct daily Moves, Adds, and Changes (MACs) for telecommunications infrastructure and end‑user services.
Configure and maintain inside plant (ISP) telecommunications infrastructure, including new line installations.
Support Public Address (PA) zones as required by the mission.
Support integration and migration efforts to VoSIP and other DoD‑approved VoIP technologies.
Ensure systems are maintained in compliance with DoD security and operational standards.
Develop and maintain accurate system documentation, configurations, and maintenance logs.
Minimum Qualifications
U.S. Citizenship.
An active, in‑scope U.S. Government issued Secret clearance.
Minimum of eight (8) years of experience installing, configuring, and managing medium to large‑scale PBX solutions and related systems.
Proficiency with Nortel, Cisco, and Avaya telecommunications technologies.
Experience supporting VoSIP migration and enterprise voice modernization initiatives.
Demonstrated experience with:
Voicemail systems (Meridian Mail, CallPilot)
Signaling servers and VoIP solutions
T‑1, PRI, BRI, and analog trunk lines
Telephony rectifiers and battery backup systems
Inside plant telecommunications services including new line setup and maintenance
Qualifications
Experience supporting telecommunications engineering in USARPAC and USARC environments.
Experience configuring and maintaining Public Address (PA) systems and zones.
Familiarity with future DoD‑approved VoIP technologies (Cisco, Avaya, etc.) and enterprise VoIP migration strategies.
Any related certifications.
Education
A minimum of a High School diploma or equivalent is required.
