Job Overview The OFAA-Health HR Business Partner serves as a central information resource officer on university and faculty group practice policies and procedures regarding faculty appointments and processes. This position works with incoming faculty, their respective Departments and affiliated hospitals to assist with ensuring a smooth onboarding process for incoming faculty. The role supports faculty appointments within designated MCOM departments, requiring considerable contact with assigned MCOM department leadership and hiring authorities through individual appointments, emails, and phone calls. The OFAA-Health HR Business Partner maintains extensive knowledge of university policies and procedures and interprets them for human resources and faculty reporting matters, providing individualized service. This administrative work is directly related to the academic mission of the University and requires discretion and judgment on matters of significance within respect to faculty recruitment, appointment, and other personnel matters. The position acts as a liaison for all faculty appointments within assigned MCOM departments and reports to the Director of Human Resources, under the USF Health Embedded Services unit.
Responsibilities Independently manages and provides guidance to assigned units regarding the onboarding process for MCOM Faculty. For clinical faculty, serves as the OFAA onboarding liaison for assigned departments. As liaison, consults with internal and external entities to oversee and manage the onboarding process to ensure department and faculty provide all necessary hiring documents to complete faculty hiring process. May be responsible for processing criminal history background checks, completion of RightStart paperwork as well as any necessary procedures to finalize e-verify process.
Independently analyzes and reviews assigned MCOM department submissions for all assigned department faculty, to include: (i) Non‑Ranked & Ranked Faculty recruitment requests, with special attention on position descriptions and search plans to ensure the hiring units follow established university hiring procedures; and (ii) Faculty Appointment Packets, to ensure hiring units follow established faculty appointment requirements. Independently prepares and distributes appropriate Letters of Offer for all assigned faculty for signature by respective parties. Upon full execution of Letters of Offer, responsible for full onboarding process in consultation with assigned departments.
Independently reviews, approves, and processes assigned MCOM Faculty Personnel Actions. Data entry into the Oracle HCM for faculty positioned appointment processing. This position works with Monday.com, AppEnhancer, USF Careers and Microsoft Teams to complete all actions.
Serves as liaison with the Medical Staff Offices at Tampa General Hospital, H. Lee Moffitt Cancer Center and/or James A Haley VAMC to consult, advise and track new and current Physician Faculty, working to resolve any issues regarding their credentialing and privileges. Interfaces with the USF Health Office of Faculty and Academic Affairs (OFAA) FADS data system.
Serves as OFAA subject matter expert for MCOM Clinical Faculty On‑boarding processes. Conducts monthly On‑boarding Meetings via Microsoft Teams with all relevant USF stakeholders to review all MCOM clinical faculty appointments in progress.
Qualifications
Bachelor’s degree in a related field and 2 years of HR experience.
A combination of education and experience may substitute for a bachelor’s degree.
Six years of HR‑related experience or a combination of education and experience may substitute for the Bachelor's degree.
Degree Equivalency Clause: Four years of direct experience for a bachelor’s degree.
Senate Bill 1310- The Florida Senate (https://www.flsenate.gov/Session/Bill/2023/1310) is conditional upon meeting all employment eligibility requirements in the U.S.
SB 1310: Substitution of Work Experience for Postsecondary Education Requirements
A public employer may include a postsecondary degree as a baseline requirement only as an alternative to the number of years of direct experience required, not to exceed:
(a) Two years of direct experience for an associate degree;
(b) Four years of direct experience for a bachelor’s degree;
(c) Six years of direct experience for a master’s degree;
(d) Seven years of direct experience for a professional degree; or
(e) Nine years of direct experience for a doctoral degree.
Related work experience may not substitute for any required licensure, certification, or registration required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment.
Minimum Qualifications that require a high school diploma are exempt from SB 1310.
