Project Overview Sheakley is seeking an experienced

Owner's Representative Site Safety Manager

to oversee contractor operations for a

major Transmission and Distribution/Substation project

in

Apple Grove, WV . This long‑term project begins at

Larkin Station

and extends across approximately

30 miles of transmission line , offering a unique opportunity to play a pivotal role in safety leadership and compliance for one of the region's most critical infrastructure initiatives.

As the owner's onsite representative, you will serve as the direct liaison between the owner and all contractor safety teams, ensuring adherence to OSHA, environmental, and project‑specific safety requirements. This position calls for a proactive communicator who can balance regulatory compliance with practical field oversight, fostering a culture of safety excellence.

Key Responsibilities

Act as the owner's field safety representative for all contractors, subcontractors, and site personnel

Conduct and document daily field audits, jobsite walkthroughs, and safety meetings

Manage SWPPP inspections and reporting, ensuring full compliance with environmental and stormwater protection standards

Lead and document incident investigations, ensuring thorough root‑cause analysis and follow‑up corrective actions

Review contractor safety plans, JSAs, and hazard analyses prior to task execution

Maintain site records, inspection logs, and compliance documentation

Support coordination between project management, engineering, and field operations to maintain safe workflows

Oversee site readiness, PPE compliance, and safe work permitting for electrical and substation tasks

Generate reports, metrics, and communications for internal and owner review

Use Procore and DocuSign systems to manage safety documentation, permits, and inspection tracking

Coach crews on hazard recognition, near‑miss reporting, and risk mitigation strategies

Qualifications Education/Experience Pathways (one required)

Bachelor's degree in Occupational Health & Safety (or related field) and 2+ years of safety experience, OR

OSHA 500/510 and 5+ years of safety experience in electrical utility or T&D environments, OR

Active BCSP credential (CSP, CHST, ASP, etc.)

Required Experience & Certifications

Proven background in substation and transmission line safety management

Strong understanding of construction safety standards, OSHA 1910/1926, and NFPA 70E

Proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)

Incident Investigation Certification with demonstrated field experience leading and documenting investigations

Current CPR/First Aid/AED certification

SWPPP experience required – capable of performing inspections, maintaining logs, and preparing formal reports

Familiarity with Procore and DocuSign

Must pass background and drug screening

Skills

Strong communication and interpersonal skills; able to engage with field staff, client representatives, and executives alike

Highly organized with an ability to manage multiple priorities and report accurately to both owner and contractor leadership

Proactive mindset with a focus on prevention, documentation, and continuous improvement
