Database Administrator 5 – MiARC Senior DBA Contract resource for the State of Michigan – Department of Technology, Management and Budget (DTMB), supporting the Department of Health and Human Services (DHHS) for the Michigan Accounts Receivable and Collections (MiARC) Project. Experienced Senior-level DBA will provide 24x7 support, disaster recovery, patch management, capacity planning, and database integrity monitoring across multiple environments.

Responsibilities

Participate in 24x7 software and hardware support, including disaster recovery and incident response.

Develop and submit plans for database installation, patch management, maintenance, and upgrades.

Evaluate impacts of change and new technology; recommend solutions for persistent problems.

Serve as a liaison to external consultants and Agency Services.

Enforce database standards, policies & procedures; research and draft guidelines within policy boundaries.

Monitor space allocation across databases and perform adjustments in test/development environments.

Calculate disk space requirements for existing and new installations.

Modify DBMS parameters based on capacity changes.

Configure and execute database integrity checks, and monitor for completion.

Install database base management software, patches, and service packs for development and test environments.

Monitor and support clustered database environments, replication and backup environments.

Implement strategies to release unused space or repair fragmentation in test and development environments.

Execute scripts provided by Systems Analysts or Database Architect/Designer for creating and modifying database objects.

Monitor database backups to ensure recoverability; troubleshoot backup errors.

Monitor database jobs and scheduled processes; participate in troubleshooting.

Monitor database environments using alert logs, trace files, and other tools for issues and problems.

Follow standards and guidelines for database space allocation based on best practices and implementation considerations.

Qualifications

7+ years of Database administration on SQL Server 16+ and Azure SQL platforms.

In-depth knowledge of Azure SQL Database, Azure SQL Managed Instance, and SQL Server on Azure VMs.

Proven experience implementing HA/DR solutions like Always On, geo‑replication, point‑in‑time restore.

Expertise in Transparent Data Encryption within SQL Server.

3+ years of experience creating, updating and maintaining systems documentation.

Strong understanding of database security principles, role‑based access control, data encryption, and compliance regulations.

Proficiency in designing, implementing and testing backup and recovery strategies for Azure SQL databases.

Experience with Azure Monitor, Azure Log Analytics and other proactive monitoring tools.

Proficient in scripting languages like PowerShell or Python for automation.

Experience migrating on‑premises SQL Server databases to Azure SQL platforms.

Familiarity with ETL processes and tools such as Azure Data Factory or SSIS.

Advanced skills in identifying and resolving performance bottlenecks, query optimization, index tuning, and configuration.
