Overview The Budget Manager is responsible for the development, implementation, and oversight of the university's operating budgets. This role ensures financial resources are strategically allocated to support the academic mission, operational efficiency, and long-term financial health. The position involves managing and allocating fiscal resources and providing analysis and forecasts to inform high-level decision-making, enabling the university to fulfill its mission of education and community engagement in a sustainable manner.
Duties and Responsibilities
Budget Development and Planning
Serves as chief budgetary advisor to the VC for Administrative Affairs on the university-wide budget development cycle, working with senior leadership, deans, department heads, and other stakeholders to align budget priorities with strategic institutional goals.
Develop and implement budgeting policies and procedures.
Budget Execution and Monitoring
Manage the university's consolidated budget, identify significant variances, trends, and potential fiscal challenges.
Provide regular budget reports and dashboards to senior leadership, highlighting key insights and recommending proactive adjustments.
Oversee budget transfers, reallocations, and adjustments, ensuring adherence to established financial controls and policies.
Financial Forecasting and Modeling
Develop and maintain financial models for forecasting revenues and expenditures under various scenarios.
Conduct analyses of enrollment trends, tuition revenue, state appropriations, and operational costs to inform multi-year budget projections.
Prepare ad-hoc financial analyses and reports for special projects and initiatives.
Resource Allocation and Optimization
Collaborate with academic and administrative units to optimize resource allocation across the university.
Develop and evaluate funding models for new initiatives, programs, and strategic investments.
System Management and Process Improvement
Continuously seek to improve budgeting processes, tools, and methodologies to enhance efficiency, transparency, and accuracy.
Ensure data integrity and consistency within budgeting systems.
Compliance and Reporting
Ensure budgeting activities comply with institutional policies, state and federal regulations, and applicable accounting standards.
Prepare statutory and regulatory financial reports related to the budget as required.
Stakeholder Engagement and Training
Act as a primary resource for deans, department chairs, and administrative staff on budget-related inquiries, policies, and system usage.
Develop and deliver training sessions on budgeting tools and principles for university personnel.
Establish and foster strong collaborative relationships with the UH Hilo community, UH System personnel, external partners and stakeholders.
Other Duties and Responsibilities
Perform such additional responsibilities as may be assigned.
Minimum Qualifications
Possession of a baccalaureate degree in Business Administration, Accounting, Public Administration, or related field and 6 year(s) of progressively responsible professional experience with responsibilities for business and budget administration; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies in budget administration.
Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with budget administration.
Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and innovative approaches.
Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
Demonstrated ability to operate a personal computer, apply word processing software, and be proficient in Microsoft Office software such as Excel, Word, and Access.
For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Supplemental Minimum Qualifications
Demonstrated ability to prepare complex financial and budget management reports including but not limited to financial modeling and forecasting.
Demonstrated exceptional analytical, quantitative, and problem-solving skills with meticulous attention to detail.
Desirable Qualifications
At least 5 years of budget planning experience in a public institution of higher education.
Experience in reviewing legislative bills, drafting impact statements, and responding to legislative staff inquiries.
Working knowledge of higher education systems; Kuali Financial System (KFS), Jasper Reports Server (JRS), and Banner Student Information System or similar systems.
Knowledge of laws, rules, regulations and administrative procedures pertinent to higher education in the State of Hawaii.
