Description Responsible for the administration and supervision of the Real Estate Assessment Division. Oversees, provides guidance, and participates in a biennial reassessment of real property parcels in the County, coordinating proper designation of land uses and ownership. Provides real estate related data/information to various county agencies. Administers the Land Use Program. Responsible for appraising real property, and represents the Assessor's office before governing bodies, taxpayers, and the public. County Real Estate Assessor and their team have responsibility for damage assessment during disasters and/or events. Manages and supervises professional, technical, and administrative support staff. Directs an effective and comprehensive assessment program for the County.

Minimum Qualifications

Bachelor’s degree in business administration, public administration, accounting or a related field with 5‑7 years of experience in assessment and appraisal in the public sector, including 3 years of supervisory experience or an equivalent combination of education and experience.

Completion of IAAO Course 101: Fundamentals of Real Estate Appraisal.

Completion of a 15‑hour course approved by the Appraisal Foundation in the Uniform Standards of Professional Appraisal Practice (USPAP).

Completion of at least 3 of any of the following IAAO courses by the position start date:

IAAO Course 102: Income Approach Valuation

IAAO Course 112: Income Approach Valuation II

IAAO Course 201: Appraisal of Land

IAAO Course 300: Fundamentals of Mass Appraisal

IAAO Course 311: Residential Modeling Concepts

IAAO Course 400: Mass Appraisal Practices and Procedures

All 7 courses must be completed within 6 months of position start date.

After the position start date, the Real Estate Assessor must be certified by the Virginia Department of Taxation within a reasonable time as determined by York County and in accordance with Code of Virginia.

Possession of a valid driver's license issued by the Commonwealth of Virginia.

Successful completion of pre‑employment checks including background checks and DMV Records checks.

Availability to work during inclement and extreme weather conditions, beyond normal hours as directed.

Supplemental Information

Comprehensive knowledge of real estate principles and practices.

Comprehensive knowledge of the cost, income, and market methods of appraising property.

Comprehensive knowledge of modern management principles and practices.

Comprehensive knowledge of computer‑assisted mass appraisal systems.

Proficiency in word processing, database, and spreadsheet software, including relational databases and GIS integration.

Ability to deal tactfully and effectively with property owners, County officials, contractors, and the public.

Excellent communication skills.

Physical Demands: Must be physically able to operate machinery and equipment, perform frequent walking/standing, bending, stooping, climbing stairs, etc.

Physical Demands Must be physically able to operate a variety of machinery and equipment including an automobile, tape measures, camera, engineer’s scale, office equipment, etc. Work is more physically demanding than typical office jobs. Requires frequent walking and standing while performing appraisal work. Bending, stooping, and climbing of stairs will occur while taking measurements in order to reach portions and parcels of property that are on steep grades. There may be some limited crawling to observe structural items. Carrying a number of light weight objects (such as tape measure, camera, clipboard, writing tools, measuring wheel, and a cellular phone) occurs while doing appraisals. Reaching over one’s head is sometimes needed to clear obstacles when measuring a structure.

Additional Considerations

Role considered an Essential Position (County designation as ALPHA) which requires the employee to report to work during inclement and extreme weather conditions.
