Overview of Position FEDITC is seeking

Personnel Management Support

to assist the

67th Cyberspace Wing (67 CW)

at

Joint Base San Antonio (JBSA) – Lackland, TX .

United States citizenship

and an

Active Top Secret clearance with SCI eligibility (TS/SCI)

are required to be considered for this position.

The contractor shall provide personnel management support for approximately 2,100 personnel, ensuring compliance with DoD, Joint, and Air Force military and civilian personnel management principles, concepts, methodologies, and systems.

Responsibilities

Process approximately 25 Request for Personnel Actions (RPAs) each month, tracking actions through onboarding completion using DCPDS and/or other government-directed systems.

Engage with squadrons or groups to determine appropriate courses of hiring action for assigned civilian positions and ensure each vacancy has an established plan.

Conduct Position Reviews for establishing or changing positions in accordance with AFPC classification guidance.

Assist supervisors or hiring managers in developing civilian position descriptions, incorporating duties, knowledge, skills, and abilities, and submitting actions following AFPC procedures.

Assist with the management and execution of the DCIPS Performance Management Process, following published HAF/A2 timelines.

Utilize the Unit Manning Document (UMD) for position attributes captured on the RPA checklist.

Coordinate submissions and follow-ups with Civilian Personnel Offices (CPOs) on staffing RPAs.

Coordinate, advise, and direct specific personnel questions from civilian employees to the CPO regarding employee/management relations and performance management issues.

Initiate and process Notable Achievement Award (NAA) and/or Time Off Award (TOA) RPAs in DCPDS, ensuring completion through executed SF50 actions.

Identify, categorize, and analyze quantitative data related to trends such as recruitment, retention, attrition rates, and workforce demographics to support workforce planning strategies.

Research, analyze, and recommend solutions and strategies to address recruitment and retention issues, integrating flexibilities and streamlining HR processes.

Provide technical assistance to hiring managers in developing justifications for the use of special salary rates, recruitment/retention bonuses, student loan repayment, and other incentives as appropriate.

Process officer and enlisted personnel actions, reviewing, analyzing, and evaluating practices and procedures.

Coordinate with multiple Force Support Squadrons (FSS) on military personnel and restructuring requirements, analyze impacts to the 67 CW, and produce briefings (A006) as directed for senior leadership.

Ensure all established due dates are met for notifications and submissions related to military personnel programs, including officer and enlisted promotions, awards, evaluations, and development panels.

Provide management analysis expertise to maximize resources for combat-ready and cyber mission forces supporting Air Force, DoD, and global cyberspace operations.

Provide technical guidance, based on research, to Commanders, Technical Advisors, Civilians, and Wing Leadership regarding policies, procedures, and directives.

Participate in and/or lead the Wing Civilian Corporate Board process. Gather civilian personnel and position data, analyze impacts to the 67 CW, and produce leadership briefings (A006) as required.

Qualifications

Providing personnel management support in a DoD, Joint, or Air Force environment.

Processing RPAs, managing DCPDS actions, and coordinating with Civilian Personnel Offices.

Conducting position reviews, developing position descriptions, and supporting performance management programs.

Analyzing workforce trends and developing recruitment and retention strategies.

Strong analytical, coordination, and communication skills supporting personnel management and organizational effectiveness.

Clearance

Active Top Secret Clearance with SCI eligibility (TS/SCI) required.

Must be a United States Citizen and pass a background check.

Maintain applicable security clearance(s) at the level required by the client and/or applicable certification(s) as requested by FEDITC and/or required by FEDITC's Client(s)/Customer(s)/Prime contractor(s).
