Location: Richmond, VA Salary: $120,000.00 - $145,000.00
Key Hiring Information
Local candidates required due to onsite schedule.
First round of interviews via Teams; second round onsite. Candidates must be able to interview onsite.
Position requires onsite 2 days a week with 3 remote days.
Contractor responsible for parking through VDOT’s Parking Management Office or for their own parking.
Contract likely to be extended beyond 6/30/26, possibly 6‑12+ months.
Responsibilities
Meet and communicate directly with Agency leadership up to the Executive level on a routine basis.
Work closely with IT leadership to ensure successful and continuous delivery of all products and services by ITD.
Partner with Districts to act as a point of focus/resource for IT management, escalations, and coordination.
Collaborate with business and Enterprise Architecture to identify product lines and develop/maintain a multi‑year business capability roadmap.
Build and maintain relationships with assigned business partners.
Interface with project managers, service and operations managers to coordinate work, prioritize requests, and manage escalations.
Identify opportunities for new services, service improvements, and technical innovation to meet business needs.
Oversee management of business partner expectations related to ITD engagement and service or product delivery.
Manage escalations related to technology procurements, projects, and service delivery requests.
Identify, champion, and communicate customer needs.
Consult and collaborate with ITD teams managing production operations and strategic direction for systems owned by assigned business partners.
Support continued compliance with VDOT and VITA policies, standards, and guidelines.
Desired Skills
Bachelor’s degree or six (6) years or more of related experience.
Experience in Information Technology, including knowledge of SDLC, Agile Methodology, and Technology Procurements.
Strong communication skills in writing, speaking, and presenting with leadership at all levels.
Ability to listen, build rapport, and develop credibility as a strategic partner.
Strong conflict negotiation and resolution skills; experience dealing with difficult customers.
Team orientation with a focus on purpose, value, and results.
Strategic thinker with ability to connect strategy to execution.
Experience in product line planning, development, and management.
Understanding of VDOT’s organization structure, including Districts and Central Office.
BRMP certification (highly desired).
Requirements
Bachelor’s degree or six (6) years or more of related experience (required).
Experience in Information Technology (including SDLC, Agile, Procurement) – 5 years (required).
Strong communication skills at all leadership levels – 10 years (required).
Ability to build rapport and influence across positions – 10 years (required).
Conflict negotiation and resolution experience – 10 years (required).
Team ownership and results orientation – 10 years (required).
Strategic thinking – 10 years (required).
Product line planning, development, and management – 1 year (required).
