Job Summary The Marketplace Outreach and Education Coordinator analyses insurance knowledge to resolve issues for members in the health‑coverage marketplace, providing education and support to enable individuals to protect their rights. The coordinator works in an assigned region to identify gaps among underserved populations, partners with community organizations, and delivers outreach, training, and enrollment support to Oregonians.

Responsibilities

Analyze and resolve member insurance issues, gathering facts, assessing problems, and proposing solutions.

Identify and address gaps in coverage access for underserved and marginalized populations within the assigned region.

Collaborate with community partners, agents, grant recipients, and medical providers to promote uptake of Oregon Health Insurance Marketplace options.

Provide training and support to community partners and agents to help them enroll Oregonians into insurance programs.

Develop outreach materials and maintain knowledge of insurance laws, regulations, and Marketplace products.

Maintain accurate records of outreach activities and report on outcomes.

Minimum Qualifications

Bachelor’s degree in Business, Public Administration, Behavioral or Social Sciences, or a related field.

Two (2) years of experience coordinating or administering a program related to health insurance, marketing, or community outreach.

OR five (5) years of related experience that supports the knowledge and skill requirements for this classification.

A valid driver’s license and satisfactory driving record; travel and use of state vehicles are required.

Experience in training, presenting, and providing outreach to diverse communities.

Strong problem‑solving, communication, and interpersonal skills.

Knowledge of Oregon Health Insurance Marketplace products and policy positions.

High judgment and diplomacy in challenging situations.

Technical insurance background and ability to develop and implement effective plans.
