Overview The Aviation Security & Regulatory Compliance Manager is responsible for championing, managing, and continuously enhancing robust aviation security programs. The incumbent develops, implements, and maintains procedures and controls that ensure secure airport operations and compliance with federal and state laws, regulations, and TSA directives. The role serves as the primary liaison with TSA and other government agencies and leads a high‑performance team focused on airport security and compliance.

Job Description – Responsibilities

Develop, implement, and maintain procedures, administrative monitoring practices and controls for airport security and compliance programs.

Manage a high‑performance team, plan and supervise work of immediate employees to improve security program performance.

Direct allocation of resources to achieve timely outcomes and measurable goals while staying within budget.

Manage security projects and programs, including technology development and vendor/system management, and approve changes to the access control system.

Direct and monitor expenditures within the approved budget, analyze alternatives, and provide management with cost‑effective solutions.

Evaluate events affecting security, proactively develop processes, manage investigations, and approve written reports.

Represent the airport as the Primary Airport Security Coordinator for TSA correspondence and administer the Airport Security Program.

Identify, develop, and implement aviation security and compliance policies to achieve security excellence, including approving construction project requirements.

Promote teamwork and innovation in airport security consistent with core values.

Develop vision and strategic planning for aviation security and compliance programs, leading cross‑functional work groups.

Analyze security reports and audits to identify trends, develop corrective actions, and recommend program improvements.

Serve as a liaison with city & county staff, industry leaders, policy officials, and other agencies; negotiate and resolve complex issues.

Qualifications

Education:

Bachelor’s degree from an accredited college or university.

Experience:

Five (5) years of professional-level experience in aviation operations, including three (3) years of airport or air carrier security management experience and three (3) years supervising professionals.

License & Certification:

Valid California driver’s license prior to employment.

Education Substitution Up to two (2) years of full‑time work experience may substitute for the required education. One (1) year of full‑time work equals 30 semester units or 45 quarter units.

Desired Qualifications

Experience interpreting and developing programs that comply with TSA regulations, including Part 1542.

Strong presentation skills to stakeholders at all levels.

Program and project management experience.

High quality judgment and sound decision‑making capability.

Proven ability to resolve difficult and complex issues.

AAAE Airport Certified Employee (ACE)-Security Certified.

AAAE Certified Member (C.M.).

Excellent oral and written communication skills.
