Job Purpose and Overview Under general supervision, performs advanced professional and supervisory fiscal, administrative, and analytical duties. Supervises administrative staff. Pay Schedule: XII, Grade 2M, Regular Schedule: 35 hours per week. Position is within the Department of Public Works and Solid Waste Management. Essential Duties Supervises professional and support staff; plans, assigns, coordinates, and reviews the work of employees performing accounting, clerical, purchasing, budgeting, and other administrative functions; leads, coordinates and conducts special programs and projects. Formulates, executes, and controls operating, capital, and grant budgets; analyzes agency and program expenses, revenues, and other fiscal and budgetary data; prepares and reviews budget requests, justifications, and related fiscal documents; formulates budget proposals; supervises the preparation of quarterly and annual budget projections. Reviews, monitors and authorizes expenditures; supervises procurement of goods, services, supplies, and equipment; reviews and authorizes purchase requests and requisitions; provides advice and guidance to staff regarding agency purchasing. Supervises, coordinates, and conducts administrative and management studies; researches, analyzes, and reports on a variety of informational, operational, and management issues; analyzes agency staffing requirements, work scheduling, equipment and facilities; performs fiscal analyses of management proposals; prepares and presents comprehensive reports and memorandums. Administers grants; prepares grant application submittals; serves as a liaison between the granter and the agency; monitors grant expenditures to ensure they are in accordance with guidelines and appropriation balances. Prepares and processes contracts; supervises the execution of contracts and the billing of contractors; manages special service contracts with outside vendors; coordinates facilities maintenance, repair, and other agency support service activities; prepares building service requests. Represents the department at meetings or on committees. Other Duties Performs other related duties as required. Education and Experience Graduated from an accredited college or university with a bachelor’s degree, preferably in business administration, public administration, economics, or a related field. Plus five years’ experience performing professional fiscal, administrative and analytical duties. Additional experience involving the analysis and evaluation of budgets, systems, policies and procedures, organizations, and programs may be substituted on a year‑for‑year basis up to a maximum of four years for the required education. Education in business administration, public administration, or a related field beyond a bachelor’s degree may be substituted on a year‑for‑year basis for the required experience. Knowledge, Skills, and Abilities (Entry Level) Thorough knowledge of the principles and practices of public and business administration. Thorough knowledge of budgeting and statistical analysis. Knowledge of current office practices, procedures, and systems; good knowledge of English grammar and usage. Skill in the use of personal computers and office software packages. Skill in formulating, executing, and controlling budgets; analyzing expenses, revenues and other budgetary data; researching, analyzing, and reporting on management issues; performing fiscal (statistical) analyses of proposals; administering contracts and grants; leading, coordinating, and conducting special projects. Ability to supervise staff, agency administrative functions, and special programs and projects. Knowledge, Skills, and Abilities (Full Performance) Knowledge of county and departmental rules, regulations, policies, and procedures. Knowledge of county budgetary and purchasing processes, procedures, and methods. Skill in supervising staff, agency administrative functions, and special programs and projects. Licenses and Certificates Possession of a valid driver’s license equivalent to a noncommercial class C Maryland driver’s license is required at the time of application. Some positions may involve occasional travel between work sites.
