Capital Construction Manager - Philadelphia
Oversee the construction of large-scale, moderate to high-risk programs, with multimillion dollar cost impacts and multi-year delivery schedule on behalf of the company. Lead construction in programs that are specific to infrastructure improvements involving complex multi-party projects among internal and external partners to implement strategic near-term station improvements. Provide project leadership and guidance for achieving best practices in construction management and project delivery methods. Assist the Senior Manager in delivering projects that provide improved system safety and security, state of good repair, facility upgrades and enhancements, third party project support and system expansions. Coordinate in-house construction efforts of the program within company-owned and/or maintained facilities and right-of-way.
Lead construction management team to plan, coordinate, integrate, execute, budget and track assigned projects.
Oversee construction management functions including review resource planning, provide information for scheduling and integration, implementation, reports and closeout with respect to design and construction.
Manage third party contracts to ensure construction is completed per approved contract plans and specifications.
Review and process contractor payments, evaluate change orders, and address submittals and RFI's. Assist with the coordination of all construction activities between Amtrak personnel and contractors to ensure effective utilization and scheduling of third-party contractors and force account labor.
Maintain the development and implementation of construction-related safety plans and programs as well as all aspects of construction inspection and construction reports that are required by Amtrak and the FRA.
Bachelor's Degree or equivalent combination of education, training and/or relevant experience.
Plus 7 years of relevant work experience.
Thorough understanding of SSSWP requirements and approval process
Extensive knowledge of the railroad industry or relevant experience
Demonstrated project management and supervisory experience
Proficiency in planning, scheduling, budgeting, and finance/cost control
Knowledge of FRA, OSHA, and other regulations for compliance
Skilled in PC-based word processing and spreadsheet software (e.g., Word, Excel)
Ability to work under tight time constraints and manage multiple priorities
Competent in coordinating efforts with other technical disciplines
Strategic and tactical skills for planning and executing complex projects
Strong leadership, communication, motivation, and team-building skills
