The Behavioral Health Springboard (BHS) at the School of Social Work, University of North Carolina at Chapel Hill links current research to initiatives in mental health and substance use disorder treatment systems. BHS offers curricula development, technical assistance, program consultation, and face-to-face and online educational programs. Collaboration between the university and the community is mutually beneficial for the exchange of knowledge and resources in a context of partnership and reciprocity. Our training resources, products, and experienced staff help organizations design effective service delivery systems and assist with the transitions needed to implement evidenced-based practices for improved client outcomes and systems efficiencies. Position Summary
We will lead two statewide programs: Womens Substance Use Disorders and the Work First/CPS Substance Use Initiative, for the NC Division of Mental Health, Developmental Disabilities and Substance Use Services (DMH/DD/SUS). The program manager serves as a subject matter expert in each area and will be responsible for all aspects of program management and delivery, statewide. The work is public facing, involves interagency collaboration and provision of technical assistance to statewide stakeholders, and will lead the implementation of monthly learning collaboratives. The role includes ongoing training and technical assistance for substance use disorder treatment services and training needs for treatment providers and local government staff. Responsibilities include data collection, tracking and monitoring of program metrics and deliverables, leadership in the development of the Work First/ CPS quarterly report, and leading the co-occurring needs webinar series with engagement of external subject matter experts. The position will provide project management support for newly developed asynchronous online training courses and content maintenance for existing courses. The position requires in-person engagement at UNC Chapel Hill and the Division of DMH/DD/SUS in Raleigh, NC, with up to 25% travel; a valid drivers license is required. The position reports to the Lead PI/BHS Director and receives day-to-day supervision from the DMH/DD/SUS Womens Services Team Lead. Responsibilities
Lead two statewide programs: Womens Substance Use Disorders and the Work First/CPS Substance Use Initiative, including strategic planning, program design, implementation and evaluation. Coordinate interagency collaboration and provide technical assistance to statewide stakeholders. Manage monthly learning collaboratives, training initiatives, and needs assessments for treatment providers and local government staff. Collect, track and monitor program metrics and deliverables; develop and maintain the Work First/ CPS quarterly report. Lead the co-occurring needs webinar series and recruit external subject matter experts for didactic content. Provide project management support for new asynchronous online training courses and maintain existing course content. Travel up to 25% for in-person technical assistance sites, training events, and conferences across NC; valid drivers license required. Minimum Education and Experience
Relevant post-Baccalaureate degree required (or foreign degree equivalent). For candidates with comparable independent research productivity or equivalent background in independent academic or instructional activities, a relevant Bachelors degree with 3+ years of relevant experience may be accepted as substitution. Required Qualifications, Competencies, and Experience
Experience leading statewide training programs and services focused on substance use treatment and intervention for women. Clinical licensure as a LCSW, LCMHC or LCAS required. High proficiency in Microsoft Outlook, Word, and Excel. Excellent writing and editing skills. Ability to communicate complex program information with a substantial impact on targeted audiences. Ability to establish and maintain working relationships with internal and external partners at all levels. Experience using implementation science tools and strategies. Experience using data to evaluate program effectiveness and develop continuous improvement plans. Ability to work independently and collaboratively without immediate supervision. Ability to manage conflict and communicate effectively with diverse populations and stakeholders. Experience with negotiation, implementation, and oversight of projects within the scope of work. Preferred Qualifications, Competencies, and Experience
Masters degree in social work, psychology, public health or related field. 10+ years of relevant experience in womens substance use treatment services and programs (preferred). Experience with program management for soft-funded university-based public service programs is desirable. Knowledge of North Carolinas Work First program and experience coordinating with LME/MCOs, county DSS, or related agencies. Leadership experience with public policy issues related to women, child and infant health, substance use disorders, child welfare, and social services. Special Notes
