Supervisory Inventory Management Specialist

This position serves as a Supervisory Inventory Management Specialist for expendable (EX) assets/materials for the Supply Chain Management Service within the VA Health Care System supervising multiple supply series of consumable medical supply/inventory used in the healthcare system. Responsibilities include: Supply Management: responsible for the inventory management, control and distribution of expendable inventory; ensures maximum effectiveness in the management of inventories; has oversight and accountability of the management plan for the commodity program; conducts effectiveness/efficiency reviews; oversees the computation of requirements for supplies; may serve as the approving official for approving reconciled purchase card transactions; oversees the care and handling of specialized items; prepares/reviews submissions to obtain approval or funding; and acts as the central point of contact for the coordination of commodity support and the resolution of logistics problems. Returns, Recalls and Reutilization: manages federal and agency programs for the return and reutilization of medical supplies; approves emergent procurement decisions; participates in root cause analysis process; and serves as the utilization and disposal official for excess consumables. Supervision: supervises employees from separate but interrelated units; makes recommendations for promotions, reassignments and awards; develops position descriptions and performance standards; conducts semi-annual and annual performance reviews; assists subordinate staff with performance issues; schedules and grants leave; monitors overtime usage; resolves informal complaints and grievances; develops the ability of subordinate staff; develops individual development plans for professional growth and development; coordinates and integrates various technical units to ensure compliance; conducts on the job training and in service training; and assesses training and educational needs and implements training programs. Performs other related duties as assigned. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. To meet the minimum qualifications for this position, you must meet one of the following: Specialized Experience: One (1) full year of specialized experience equivalent to the GS-9 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Education: Applicants may substitute education for specialized experience. Applicants must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. Applicants must possess equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Physical Requirements and Work Environment: The work is primarily sedentary and is usually accomplished while seated at a desk or table, typically in an adequately lighted and climate controlled office. Some standing, walking, bending and lifting (up to 40 lbs.) is required. Physical exertions including stretching, reaching and pulling or pushing cares occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets. This credited service can be used in determining the rate at which they earn annual leave.
