Scrum Master
to join our Navy Training Baseline (NTB) software development team. This position will be onsite in
Norfolk, VA. Join the
Navy's Continuous Training Environment (NCTE)
program and contribute to the evolution of warfighter readiness. We provide critical engineering and technical expertise for the U.S. Navy's premier
Live, Virtual, Constructive (LVC)
training capability. Our work involves seamlessly integrating live training with synthetic systems to create highly realistic and complex global training environments. We also drive the development of advanced representations for joint, theater, and national systems, and model new weapons technologies and emerging threats, ensuring our forces are prepared for any challenge. Responsibilities include, but are not limited to: Serve as the Agile facilitator for the software development team, ensuring alignment with NTB program objectives and Agile best practices
Lead all Scrum ceremonies, including daily stand-ups, sprint planning, backlog refinement, sprint reviews, and retrospectives
Partner with the Product Owner to groom and prioritize the backlog, ensuring requirements are clear, achievable, and properly scoped for development
Track and report key sprint metrics (velocity, burn-downs, release progress) to support program leadership and client reporting
Identify and remove impediments that hinder team performance or sprint completion
Coordinate with development, testing, DevOps, and systems integration teams to support successful feature delivery and integration across NTB products
Maintain Jira and Confluence documentation to ensure transparency and traceability of all development efforts
Support onboarding and training for new developers and testers, fostering an Agile culture of collaboration and accountability
Contribute to the refinement of Agile SOPs and process alignment across NTB software products
Minimum Qualifications: Bachelors degree in Computer Science, Information Systems, or related discipline
3+ years of experience as a Scrum Master in an Agile software development environment
Proven experience facilitating Agile ceremonies and coordinating with cross-functional technical teams
Experience with Agile frameworks (ex. Scrum, Kanban) and software development life cycles (SDLC)
Experience with Jira and Confluence
Excellent communication, organization, and problem-solving skills
Preferred Qualifications: Certified ScrumMaster (CSM), SAFe Agilist, or equivalent Agile certification
Experience supporting Department of Defense (DoD) or Navy software development programs
Familiarity with JBUS or similar modeling and simulation frameworks
Experience working in environments involving systems integration, DevOps, or model-based systems engineering (MBSE)
Knowledge of NAVSEA Agile Methodology and PMBOK-based project management principles
Clearance Requirements: U.S. Citizenship required and an active Secret security clearance with the ability to obtain a Top Secret clearance
Physical Requirements: Must be able to remain in a stationary position approximately 50% of the time.
Constantly operates a computer and standard office equipment.
May occasionally move about the office to access files or attend meetings.
