Position Title: Program/Project Manager II
Department of Defense Secret Clearance (Active or Interim)
Forty hour work week schedule with some overtime allowed. Approximately 95% on-site at NSWCPD; up to 5% travel as required. Contingency: This position is contingent upon contract award Background:
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is the Navy’s Center for Excellence for ships and ship systems, providing full-spectrum research, development, testing, evaluation, and fleet support for both surface and undersea vehicles. NSWCPD serves as NAVSEA’s primary Land Based Engineering Test Site (LBTS), conducting diagnostics and evaluations of emerging and prototype systems. The Compatibility Test Facility (CTF) at NSWCPD requires contractor support to execute business operations functions critical to program success, including financial, logistics, and technical support. The Contractor shall provide programmatic and project management support to NSWCPD’s CTF Business Operations in the following areas:
• Programmatic Support
• Processing Support
• Records Management and Documentation Support
• Financial Management and Analysis Support
• Quality Management Support
• Logistics Support
• Manpower, Personnel, and Training (MP&T) Support
• Planned Maintenance Support
• Continuous Improvement and Configuration Management Support
• Metrics Support
Bachelor’s degree in Finance, Business Administration, or Engineering from an accredited college or university
• Minimum of six (6) years of experience as a Program Manager supporting Navy technical programs involving development, repair, installation, modification, operation, testing, and maintenance of Government systems
• Demonstrated experience in scheduling, planning, estimating, project control, subcontract management, and project progress tracking
• Working knowledge of Navy programs, organizations, functions, and responsibilities, including familiarity with Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Centers (NSWC), and Fleet organizations Work Environment:
This position is primarily on-site at NSWCPD (approximately 95%), with limited travel (approximately 5%) expected.
