The State University Construction Fund (Fund) is a New York State government entity dedicated solely to facilitating and expediting the construction, renovation, rehabilitation, and improvement of the State University of New York's academic building and infrastructure assets at 32 state-operated campuses and 3 teaching hospitals.
Our offices are located within the historic SUNY System Administration headquarters in downtown Albany, New York. Though officially named the H. Carl McCall SUNY Building, it is often referred to by locals as the, "D&H Building," or affectionately, "The Castle."
The Fund offices and the adjoining employee parking garage are just steps from the Hudson River, a short walk to the Capitol Building and the Empire Plaza, and a few minutes' drive to major highways including the Northway (Interstate 87) and the New York Thruway (Interstate 90).
Job Description The State University Construction Fund (the "Fund") is currently seeking an Assistant Controller - Contracts and Payments to join our Controller's Services team at our office in Albany, NY.
Responsible for the development, recommendation and implementation of policies and procedures supporting the management of the Fund's appropriations, contracts and cost centers, the capital payment processing and participation in the Fund's Enterprise Risk Management program.
Specific Duties & Responsibilities
Responsible for supervising the campus‑let coding process, SUCF contract processes and appropriation control processes
Maintain the appropriation and segregation files that crosswalk and inter‑relate internal systems for both management and financial reporting purposes
Authorize the transmission of approved contracts to the Statewide Financial System
Provide coordination between the Contract Unit and the Offices of Design and Construction for post award contract changes such as encumbrance adjustments, ECA's, change orders, and field orders
Provide accurate project and accounting systems support for SUNY, the State Comptroller, units of the Fund and campuses
Review accounting and appropriation records for consistency, reasonableness, and accuracy
Oversee the fiscal management of OGS projects including the processing of payments and project close outs
Maintain campus administered projects to ensure they adhere to Fund and SUNY policies, including the updating of milestones and the timely close out of completed projects
Provide guidance to campuses as needed regarding the use of costs centers and coding provided for projects
Authorize the final closeout of all projects
Analyze data to identify trends and key transaction points
Recommend changes to procedures and processes to capture data necessary for financial and accounting reports
Provide support for final reconciliation and utilization of lapsing appropriations
Provide coordination between the Appropriation Unit and the other units within Program Management and Finance for appropriations issues, such as encumbrance adjustments and the utilization of cost centers
Responsible for supervising the audit process of capital payments
Responsible for the review of post audit procedures to provide timely detection and correction of errors
Assist vendors with contract and/or payment inquiries by obtaining information from OSC and/or SFS
Assist with data analysis and reconciliation practices for capital payments and contract financial information
Participation in the Fund's Enterprise Risk Management program as work group member, assisting in tracking risk mitigation plans, providing training to internal staff, and reporting to senior management
Perform other duties as directed
Requirements A Bachelor's or Master's degree in Accounting, Business Administration, Finance or a related field plus five years of experience are required, strong supervisory skills, excellent verbal and written communication skills and the ability to present information in a clear and concise format. The ability to demonstrate judgment and discretion in matters of confidentiality. Strong organization skills and an attention to detail. Strong technology skills, including Microsoft Office Applications.
Additional Information Salary range:
$103,870 - 131,298 per year, commensurate with experience and qualifications.
We offer a competitive salary and excellent benefits package, including immediate participation in the NYS and Local Retirement System (NYSLRS) with vesting after 5 years of service, Health Insurance (including Prescription, Dental, and Vision), vacation, sick, and personal time, 13 paid Federal holidays, paid parental leave, and telecommuting.
Note on Telecommuting: Employees are eligible to request approval to telecommute a limited number of days per month after completing 6 months of service. Telecommuting approvals will be made in accordance with the Fund's Telecommuting Program Guidelines.
