Salary: $6,031.00 - $7,775.00 per Month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

About the Agency The California Coastal Commission is a small state agency responsible for protecting and enhancing California’s coast and ocean resources. It does so through careful planning and regulation of environmentally sustainable development, rigorous use of science, strong public participation, education, and effective intergovernmental coordination.

About the Position The Legislative Program works with the Governor’s Administration, the Legislature, and staff in the State Capitol to monitor and engage in legislation relevant to the Commission, assist in developing the agency’s annual budget, and coordinate with state agencies and organizations. The position is located in the Commission’s Sacramento Office and is a 12-month limited term with possibility of extension to 24 months and becoming permanent.

Responsibilities

Assist in identifying, reviewing, and tracking proposed legislation and legislative amendments affecting the Coastal Commission.

Compile, update, and post a monthly staff legislative report.

Conduct research and analyze proposed legislation affecting the Coastal Act, the coastal zone and the Commission.

Monitor, develop testimony for, and testify at legislative hearings as appropriate.

Assist with the creation and formatting of public communication materials related to legislative measures.

Respond to informational inquiries from legislative offices and coordinate with staff colleagues as appropriate.

Assist in development and delivery of informational briefings to legislators and staff.

Oversee administrative functions for the Sacramento office.

Participate in special projects to advance the Legislative Program and agency Strategic Plan.

Minimum Requirements Class specification for Associate Governmental Program Analyst available in the job posting.

Desirable Qualifications

Experience with the legislative process and government administration.

Familiarity with coastal management, environmental impact analysis, and land use planning in California.

General understanding of policies and regulatory structure of the Coastal Act.

Experience with climate change, housing affordability, environmental justice, and resource management issues.

Strong analytical and policy development skills.

Excellent written communication skills for staff reports, analyses, and correspondence.

Ability to work cooperatively with staff and external partners.

Good problem‑solving and organizational skills.

Working Conditions The Sacramento office is open Monday–Friday, 8:00 am–5:00 pm (except state holidays). The position requires at least 2 days of in‑office work per week, with additional in‑office time during the legislative session. Some flexibility for remote work is allowed based on current rules.
