Description Job Purpose/Summary Under close supervision, performs a variety of duties supporting the finance department with accounts payable, accounts receivable, general ledger and business licenses.

REPRESENTATIVE DUTIES: Depending on the area of the assignment, duties may include, but are not limited to, the following:

Processes vendor payments. Researches and reconciles vendor discrepancies. Audits invoices, corrects mistakes and extends tax consequences. Reconciles and files invoice statements. Assists vendors with collecting outstanding or unpaid invoices. Process expense and travel reimbursements, and record keeping. Sort and distribute mail, open and process AP mail. Edits and enters data into computer, maintain payment logs. Prepares sales, property taxes, fuel and excise taxes, including conducts audits. Update daily cash and reconcile monthly revenue. Process City utility billings, and accounts receivables. Process Transit Occupancy Tax (TOT) requests and payments. Issues business licenses to companies conducting business in the City of Banning. Enters business licenses payments into computer system, prints licenses and renewals, prepares copies for inspectors and files and maintains information. Prepares a variety of financial support documents. Prepare journal entries as required. Participate in audits with outside audit firms, as necessary. Performs other duties as assigned or required. Knowledge of: City organization, operations, policies and procedures. City, County, State and Federal statutes, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives. Accounts payable. Financial reporting guidelines and procedures. Customer service techniques and concepts. Ability to: Read, understand, interpret and apply relevant City, County, State and Federal statutes, rules, regulations, ordinances, codes, administrative orders, policies and procedures and other operational guidelines and directives. Assess and prioritize multiple tasks, projects and/or demands. Work within deadlines to complete projects and assignments. Establish and maintain effective working relations with co-workers, staff, vendors, contractors, visitors, the general public and others having business with the City of Banning. Skill in operating a personal computer utilizing a variety of software applications.

Typical Qualifications

Minimum Qualifications

A high school diploma or GED AND two (2) years of accounts payable/receivable, business license and/or customer service experience. Valid California State driver's license is required. May be required to work outside the traditional work schedule. Successful completion of a pre-employment background check is required.

Supplemental Information

Working Conditions

The regular work schedule is generally Monday through Friday, 8 am to 5 pm. Work is primarily performed in an office which is busy, oriented to public service and subject to occasional work interruptions. Noise level is moderate. Occasional attendance at meetings before or after regular work hours is required.

Physical Requirements

Continuous repetitive arm/hand movement is essential to performance. The incumbent in this position must be able to discern voice conversation, have the physical ability to perform essential job functions, and have hand-eye coordination sufficient to operate computers, do keyboarding and operate other office equipment. The incumbent must have the ability to produce legible handwritten documents and may need to push, pull, lift and carry up to 20 pounds.

RETIREMENT : New employees with recent service with CalPERS pay up to 7% of the employee rate with the 2% @ 60 Plan and 3 Year Average formula. New hires with no CalPERS service as of January 1, 2013, will pay 7% of the employee rate and will be subject to the 2% @ 62 Plan, with 3 Year Average formula and a mandatory contribution of normal costs as established by the new Pension Reform Act Law. The City also participates in Social Security.

AGENCY SHOP/DUES DEDUCTIONS:

Employees may choose to join IBEW (International Brotherhood of Electrical Workers) and pay their service fee in an amount not to exceed the standard initiation fee, periodic dues and general assessments of IBEW.

CITY PAID BENEFITS:

City employees can participate in an employer paid CalPERS mid-tier HMO Healthcare Plan. Participating employees also provides cafeteria benefit money to use for dental, vision, life, and supplemental benefits. Employees who reside within City limits shall receive $150 per month as a discount against the cost of electric and water service during the period of such residency.

DISABILITY INSURANCE : Employees pay for a short/long term disability plan with a 7-day elimination period.

HOLIDAYS/VACATION/SICK/BEREAVEMENT LEAVE:

City employees receive thirteen (13) paid holidays, plus one (1) floating holiday per year. After completion of probation period: Ten (10) days annual vacation, additional vacation after five (5) years up to a maximum of twenty (20) days. Twelve (12) days of sick leave per year. Up to five (5) working days of bereavement leave for immediate family members.

COMPUTER LOAN PROGRAM:

Interest free loan program for the purchase of a computer available, after completion of probationary period.

DIRECT DEPOSIT:
