Controller
Position Overview Overseeing all accounting, financial reporting, compliance, and internal control functions. This role ensures full compliance with FAR, DFARS, and DCAA regulations, while supporting operational excellence across all federal and commercial construction projects. The Controller will work closely with executive leadership, project management, and estimating teams to maintain financial integrity, maximize profitability, and sustain a strong bonding and cash position.
Primary Responsibilities 1. Financial Oversight & General Accounting Maintain and supervise the general ledger, ensuring accuracy and compliance with FAR Part 31 (Cost Principles). Oversee daily accounting operations: A/P, A/R, payroll, bank reconciliations, and cash flow management. Prepare and review monthly, quarterly, and annual financial statements consistent with GAAP and DCAA standards. Ensure job cost accounting is properly allocated by project, cost code, and phase. Maintain segregation of direct, indirect, fringe, and G&A costs for federal cost reporting. 2. Job Costing, Project Accounting & Reporting
Develop and maintain project cost tracking systems integrated with estimating and field reporting. Prepare and analyze WIP (Work in Progress) schedules, identifying profit fade or over/under billings. Oversee budget-to-actual variance analysis for each federal contract. Review and approve pay applications, certified payrolls, and subcontractor invoices. 3. Federal Compliance & Audit Readiness
Ensure accounting practices comply with FAR, DFARS, OMB Uniform Guidance, and agency-specific clauses. Maintain DCAA-compliant systems, including timekeeping, indirect rate structures, and unallowable cost tracking. Prepare for and manage DCAA, DCMA, or Inspector General audits - including incurred cost submissions (ICS). Maintain internal control procedures to ensure audit traceability and compliance. 4. Budgeting, Forecasting & Financial Strategy
Lead annual budgeting and multi-year forecasting. Develop cash flow projections aligned with project billings and retainage schedules. Analyze profitability by business unit or project type. Advise ownership on bonding capacity, liquidity, and capital planning. 5. Contract Administration & Billing
Coordinate accurate invoicing under progress payment clauses (FAR 52.232). Review and submit certified payrolls, SF 1443, and SF 1413 forms. Reconcile schedules of values with subcontractor and government-approved progress payments. Ensure timely closeout and final invoicing. 6. Internal Controls & Risk Management
Establish and monitor financial controls to prevent fraud or misallocation of costs. Manage insurance renewals, bonding, and certificates. Implement risk mitigation strategies including cybersecurity and financial disclosure compliance. 7. Payroll & Labor Compliance
Oversee Davis-Bacon wage compliance and certified payrolls. Maintain accurate labor cost allocations per DCAA guidance. Supervise 1099 and W-2 processing, ensuring compliance with tax and labor laws. 8. Systems Management & Reporting Tools
Administer and improve ERP/accounting systems (e.g., Sage 300, Deltek, Foundation). Develop management dashboards for cash flow, backlog, margins, and overhead rates. 9. Coordination with Ownership & Operations
Provide financial insight to ownership for decision-making. Support bid reviews, pricing, and quarterly project review meetings. 10. Compliance, Ethics & Continuous Improvement
Ensure adherence to FAR ethics and anti-kickback requirements. Train staff on compliant cost charging and timekeeping. Maintain relationships with CPAs, bonding agents, and financial institutions.
Performance Metrics (Key Indicators)
Timely and accurate financial reporting (monthly close within 10 business days). Clean audit results and no material findings from DCAA or external auditors. Strong cash flow and timely collections (low DSO). Sustained bonding capacity and surety confidence.
