General Statement of Duties

The Supervisor of the Delinquent Tax Section within the Treasury Division assists the Collections Manager, performing that role in their absence and managing the day-to-day operations of the Treasury Collections Team. The position directly supervises nine Treasury Collection Officers responsible for the collection of delinquent personal property, business property, and real estate taxes, parking tickets, and other County debts.

Essential Duties

Supervise daily operations of the Delinquent Tax Section, including personnel management, hiring, scheduling, performance assessments, and career development. Lead and support a team of tax collectors and specialty collectors to ensure effective and compliant collection practices. Review and analyze collection processes and resources; develop, communicate, and evaluate performance measures. Build and maintain a strong, collaborative team environment with clear communication and shared goals. Work closely with other divisions within the Finance Department, County agencies, outside collection agencies, businesses, and vendors. Analyze workloads and systems to recommend and initiates improvements for efficiency and effectiveness. Assist in managing accounts placed with outside collection agencies, including oversight of the real estate tax sale process. Interpret and apply local and state tax laws tax codes; resolve complex and escalated accounts by applying a strong understanding of local tax authority and regulations. Utilize Microsoft Office and other software tools to analyze data, prepare reports, and deliver presentations to internal and external stakeholders. Master Governmental Deputy Treasurer certification required within 5 years of hire and must be maintained.

Minimum Qualifications

Possession of a bachelor's degree in accounting, business management or a related field and two (2) years of related work experience, including one (1) in a supervisory capacity; OR, graduation from high school and six (6) years of related tax assessment or tax collection work experience, including one (1) year in a supervisory capacity; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
