The Marblehead Municipal Light Department (MMLD) seeks a Lead Meter Technician to support operation and maintenance of its Advanced Metering Infrastructure (AMI). MMLD's AMI consists of customer 'smart meters' that communicate wirelessly via a mesh network to a dedicated fiber optic backhaul for reporting of customer meter data. Under the direction of the Manager of Technical Operations, the Lead Meter Technician plans, coordinates, and executes activities to ensure MMLD's metering functions are performed reliably with established policies and standards. The Lead Meter Technician serves a key role in coordinating the reporting of customer electric usage data to the customer service team for accurate monthly billing. Responsible for the installation, testing, calibration, reconditioning and repair of all meters and instrumentation. Lead for troubleshooting, maintenance and upgrades to the AMI. Responsible for the scheduling and supervision of Meter Technician. Responsible for maintaining meter inventory. Supports implementation of energy programs.
ESSENTIAL JOB FUNCTIONS: • Serve as expert for the advanced metering infrastructure (AMI) and respond to inquiries and questions for all divisions and customers. • Perform AMI uploads to the billing system, check reports, verify metering and billing accuracy and take actions necessary to correct errors. • Answer partial power calls and assist customers in troubleshooting equipment failures. • Estimate bills when meters cannot be read. • Oversee the maintenance and upgrades to MMLD's advanced metering system; create training guides and conduct training on the system for other MMLD staff. • Schedules the work of the Meter Technician and performs functions of Meter Technician when position is unavailable • Oversee and/ or perform testing, inspection, troubleshooting, installation, repair of metering system equipment for customers. • Manage inventory and recommend purchase of meter equipment. • Oversee and participate in wiring and installation of meters, relay and control equipment and communication equipment. • Supervise meter replacement and removal for non-payment. • Collaborate with customers, contractors, and town departments to ensure quality service. • Participate in establishing business plan objectives with management team and determines standards of performance. Provides leadership through the training and development of staff, creating an environment for creative thinking and teamwork. May assist with interviewing applicants for open positions and recommend selection, promotion, discipline, and related personnel actions. Provides for training and development of staff and ensures compliance with applicable safety rules and regulations. • Manages outside vendors/ contractors or consultants. • Ensure relevant data systems are updated as required.
Energy Services • Answer customer bill concerns and increase awareness of efficient energy use. • Support IT Manager and Sustainability Manager implementing energy efficiency programs.
PREPARATION, KNOWLEDGE, SKILLS & ABILITIES:
Desired candidates should be able to demonstrate the following: • Minimum of 7 years of combined education and progressive experience in utility, electric, metering, communication, and/or information technology; specialized training in electric utility meters is preferred, but not required. • Progressive responsibility in a supervisory capacity, including demonstrated skills in planning, organizing, and managing. • Ability to recognize organization-wide priorities and work collaboratively to support their accomplishment; to analyze complex issues and to develop relevant and realistic programs, plans, and recommendations. • Ability to communicate effectively both verbally and in writing; to establish positive public relations for the organization and to interact effectively with a wide variety of people. • Expert knowledge of regulations, codes, policies, and procedures relevant to the industry. • Experience with configuring and troubleshooting computer networks, firewalls/ local area networks (LANs), fiber optic networks is desired. • Ability to learn map-based software/ GIS systems for metering communications and asset management.
SUPERVISORY RESPONSIBILITY:
Supervision of up to 2 subordinate staff.
WORKING CONDITIONS/PHYSICAL DEMANDS: • Approximately 75% of time spent in an office environment execute administrative tasks including testing of equipment including packing/unpacking and inventorying equipment, maintaining software databases and reports, and operating communication equipment. • Approximately 25% of time is expected to be spent in non-office environments including in customer basements, garages, utility substations, or outdoors; exposure to weather should be expected. • This position should be able to lift 30lbs and operate hand tools; it requires the ability to sit, stand, crouch, kneel, raise both arms, see, hear, and smell* • May be asked to respond to emergencies or attend meetings or events outside of normal working hours on occasion
