About the Position
Under general supervision of the Director of Survivor Services, the Survivor Services Manager oversees the daily operations of the 24-hour crisis hotline, emergency shelter, and related crisis intervention services. The Survivor Services Manager is responsible for ensuring that survivors of domestic violence, sexual assault, stalking, and human trafficking receive trauma-informed, client-centered support that prioritizes safety, empowerment, and long-term stability.
ESSENTIAL DUTIES
The essential functions include, but are not limited to the following:
Program Coordination and Oversight Oversee and coordinate all aspects of YWCA emergency shelter and crisis intervention services, including the 24-hour crisis hotline, accompaniment services, imminent danger shelter placements, and emergency transportation. Staff Leadership and Development
Recruit, interview, hire, train, supervise, and evaluate emergency shelter and crisis services staff, volunteers, and interns. Provide coaching, feedback, and ongoing performance monitoring to ensure high-quality, client-centered service delivery. Collaborate with the YWCA Volunteer and Outreach Coordinator to design and deliver training on the dynamics of interpersonal violence, crisis response, and YWCA program operations. Conduct regular staff meetings and coordinate continuing education and professional development opportunities. Maintain and update staff manuals, training materials, and standard operating procedures for shelter and crisis intervention programs. Client Services and Advocacy
Provide crisis intervention counseling, advocacy, safety planning, information, and referrals to clients experiencing domestic violence, sexual assault, stalking, or human trafficking. Conduct comprehensive intake sessions within 24 hours of client arrival, including lethality and needs assessments, and make appropriate referrals (e.g., mental health evaluations or community resources). Deliver orientation services for new shelter residents and ensure understanding of shelter rules, resources, and available support. Respond to in-shelter crises and conflict situations, utilizing trauma-informed communication and de-escalation techniques to ensure the safety and well-being of all clients. Plan and facilitate recreational, psychoeducational, and empowerment activities that support clients' recovery and stability. Administrative and Reporting Responsibilities
Maintain accurate, confidential client and program records in the electronic case management system and other required data management software in accordance with agency policies and funding requirements. Conducts systematic audits of service records and data to verify the accuracy, completeness, and compliance of survivor services documentation required for reporting. Compile, review, and submit required grant and program reports while ensuring data integrity and timely completion. Prepare daily shift reports, weekly activity calendars, and monthly service summaries. Monitor shelter and program data to track performance outcomes, identify trends, and support continuous quality improvement initiatives. Community Engagement and Education
Prepare and deliver educational presentations and outreach programs for community partners, allied professionals, and volunteers to promote awareness of YWCA services and issues related to domestic and sexual violence. Collaborate with community agencies and systems partners to strengthen coordinated responses for victims and ensure seamless service delivery. Facility and Operations Support
Oversee shelter facility operations, ensuring a clean, safe, and welcoming environment. Assist with stocking supplies, maintaining organization, and performing other operational tasks as assigned. Attend required staff meetings, case coordination meetings, and in-service training sessions. Perform other related duties as assigned. QUALIFICATIONS

Minimum Requirements
Education and Experience
Bachelor's degree in social work, criminal justice or related human services field required. One year of supervisory experience or equivalent leadership/management training. Two years of experience working with victims of violence and/or homeless persons required. Previous experience working in a shelter program preferred. Other Requirements

Demonstrate knowledge of interpersonal violence and a strong commitment to ending violence against women, men, and children. Non-judgmental attitude, sensitive to confidential information. Must be able to work independently, manage multiple priorities and respond to participants in a professional and reassuring manner. Demonstrate ability to act as an advocate on behalf of clients with a working knowledge of legal, medical, and social service systems. Must be able to function as a team with other co-workers. Ability to work well with people of various ethnic, racial, and socio-economic backgrounds. Ability to communicate clearly and effectively both orally and in writing. Must complete the training programs of YWCA SHR. Must have excellent driving record and have a valid driver's license; certificate of insurance from an insurance carrier licensed in the State of Virginia.
