Salary Range:

$95,000.00 to $115,000.00 Annually. Salary will be dependent upon experience.

Locations:

Colorado Springs, Denver, Phoenix, San Antonio or Remote.

Summary: Matrix Design Group is seeking an experienced Senior Planner with demonstrated expertise in military compatibility planning, federal installation planning, and community planning. The successful candidate will serve as a Project Manager for planning projects, managing project financials, budgets, invoicing, progress reports, and subcontractor oversight. This role also requires active participation in business development activities including opportunity identification, proposal development, teaming agreements, and client presentations.

This position focuses specifically on military compatibility planning, on-base federal planning, and community planning projects for federal clients.

Essential Functions

Project Management:

Manage multiple concurrent projects efficiently while identifying and addressing potential issues proactively

Develop and monitor project budgets, schedules, and deliverables

Direct and supervise subordinates, review work products, and prioritize competing deadlines

Lead multi-disciplinary teams on complex planning projects

Coordinate with clients, agencies, and stakeholders to determine project requirements and obtain approvals

Technical Planning:

Execute planning activities for diverse clientele including military installations, federal agencies, communities, and private clients

Prepare technical documents, presentations, and planning products

Conduct due diligence and research as required for projects

Plan, schedule, and coordinate technical aspects of projects

Manage public consultation programs and present findings to clients

Present work products to clients, stakeholder groups, and community organizations

Business Development & Marketing:

Lead marketing initiatives including strategic planning and opportunity identification

Develop and present proposals to potential clients

Support proposal pursuits, teaming agreements, and interview preparation

Build and maintain strong client relationships

Leadership & Mentorship:

Supervise and coordinate the work of other planning professionals

Mentor junior and intermediate level planners

Provide career development recommendations to team members

Travel & Access Requirements:

Travel to project sites as needed

Obtain and maintain access to federal facilities and military installations (security clearance may be required)

Education and Experience:

Bachelor’s or Master’s degree in urban planning, engineering, operations research, data science or related field of study

Minimum of 8 years of professional planning experience with progressive responsibilities

At least 4 years of experience supporting federal or military planning projects

Extensive experience in military facility planning and military programming

Demonstrated project management experience including budget development, team leadership, and deliverable oversight

Technical Skills

Advanced proficiency in MS Office Suite (Office 365)

Strong technical writing abilities for reports, proposals, and planning documents

Knowledge Areas

DoD directives pertaining to land use planning, military missions, environmental planning, and real estate policies

Military encroachment issues and mitigation strategies

Community-military compatibility planning and coordination processes

Planning principles related to community planning, land use planning, master planning, and environmental planning

Core Competencies

Excellent organizational, planning, and prioritization skills

Critical thinking and analytical skills for problem-solving

Ability to facilitate community engagement and present to diverse audiences

Creative problem-solving for complex, less well-defined planning challenges

Qualifications

AICP certification

Former DoD or military service experience

Experience with federal contracting and procurement processes

Additional Requirements

Valid driver's license and ability to pass the company's Motor Vehicle Record (MVR) check

Ability to obtain required security clearances for federal facility access
