The Environmental Monitor – Certified Professional in Erosion Sediment Control (CPESC) will monitor and report on construction‑related activities with respect to general permit requirements, the client, and other cooperating/permitting agencies. The role focuses on monitoring and inspection of Erosion and Sediment Controls (ESC) and requires a CPESC designation. The CPESC will also monitor construction activities in biologically, culturally, and paleontologically sensitive areas, inspect construction sites for compliance with project‑specific Stormwater Pollution Prevention Plans (SWPPP) under the Clean Water Act, and ensure compliance with erosion control regulations and permits. Upon completion of construction activities, the CPESC will monitor implementation of restoration treatments.

Duties and Responsibilities

Conduct daily inspections of construction activities for compliance with project approvals, permits, and landowner agreements.

Develop site‑specific SWPPPs and recommend appropriate Best Management Practices (BMPs).

Oversee implementation of mitigation measures and monitor construction in environmentally sensitive areas.

Conduct regular inspections to identify potential environmental hazards and ensure SWPPP compliance.

Monitor and report general environmental compliance by contractors and subcontractors to the client, focusing on fire, dust, hazardous materials, erosion control, and restoration guidelines.

Locate and facilitate protection of environmentally sensitive resources such as migratory bird and raptor nests, rare plants and noxious weeds, watercourses, wetlands, paleontological and cultural resources.

Identify sensitive resources before construction and coordinate with construction personnel.

Act as a resource to construction personnel to explain environmental regulations and relevant application.

Verify that construction areas, access roads, and sensitive features are properly marked before work begins.

Ensure erosion control practices do not impact other sensitive resources.

Serve as point of contact for onsite government agency inspectors.

Inform contractors of potential and existing compliance issues and coordinate corrective actions with the project team.

Coordinate with the project team for potential stop‑work when activities violate approvals, permits, or landowner conditions.

Identify, document, and oversee corrective actions to resolve non‑compliance.

Document resolution of compliance issues in daily reports.

Maintain and submit daily reports and logs documenting construction activities and compliance status.

Qualifications

Post‑secondary degree in Environmental Science or related field.

CPESC designation.

Minimum five years of professional experience in environmental management, compliance, SWPPP inspection, and mitigation planning.

Strong knowledge of ESC best practices in construction.

Strong working knowledge of environmental legislation and regulations.

Experience with transmission line construction is an asset.

Excellent verbal and written communication skills, technical report writing, client communications.

Excellent interpersonal and communication skills.

Strong analytical and problem‑solving skills.

Excellent attention to detail.

Ability to interface with multiple departments, vendors, and customers.

Ability to manage multiple responsibilities with minimal supervision.

Detail‑oriented, self‑motivated, highly organized.

Ability to build strong relationships with key stakeholders.

Working knowledge of Microsoft Office.

Valid driver’s license and ability to maintain insurability under the company’s insurance carrier.
