Basic Function
Responsible for the acquisition of goods and services by means of contracts and purchase orders. Manages and monitors the terms and conditions of active contracts to ensure compliance to all contract provisions. Ensures clear and concise contract language, evaluation of bids, proposals, negotiation terms and conditions, execution of contract modifications. Performs duties in a safe, efficient manner and in compliance with applicable rules and safety procedures.
Responsibilities and Specific Duties
Contracts for supplies, equipment, services, and construction at the most favorable price/cost to METRO consistent with established Federal, State, and Local Bid and Proposal procedures.
Prepares Solicitation for various procurement types (i.e., IFB, RFTP, RFP, RFQ, CSP, and RFI).
Analyzes Bid/Proposal.
Recommends the award of contracts and prepares supporting files.
Conducts pre-solicitation and pre-proposal conferences, bid openings and kick-off meetings.
Conducts interviews with Technical Evaluation Committee (TEC) during evaluation for contract selection.
Issues bid amendments and contract modifications.
Uses cost/price analysis to determine acceptable prices.
Obtains technical specifications from requiring departments and assists in writing when necessary.
Responsible for pre-contract planning functions and preparation of related bid documents for assigned procurements.
Performs post-award contract administration.
Monitors the performance of contractors for compliance with requirements.
Responsible for properly closing each assigned contract at the appropriate time.
Assigned to progressively more complex assignments.
Implements and tests new procurement software as required.
Gathers and enters project details on Procurement Tracking Log, Solicitation Ready Report and other reports as necessary.
Prepares monthly statement for P-Card charges.
Maintains current certificates of insurance after contract award.
Provides excellent customer service to METRO internal and external customers.
Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
Performs other job‑related duties as assigned.
Pay Range: $68,000-$89,300
Education Requirement High school diploma or GED is required. Bachelor’s degree in business administration or related field is preferred.
Years & Experience Required Minimum five (5) years contracts administration experience and/or working with contracts in a procurement related field, including two (2) years of contract negotiation and awarding of contracts.
Knowledge & Skills Required Good working knowledge of contracts and contracting practices, uniform commercial codes, state law and emphasis on federal procedures required. Ability to progressively take on more complex assignments. Strong interpersonal and communications skills (written/verbal), analytical and organization skills is required. Ability to achieve positive working relationships with METRO departments. Knowledge of Supply Chain Management; Microsoft Office - (testing required), SAP Ariba, S4 Hana, ECC/SRM, Bonfire, and Purchasing. Supply Chain/Procurement certification is preferred.
