Assistant County Attorney - Employment Division The Harris County Attorney’s Office (HCAO) is hiring an attorney to join our Employment Division. The division provides full‑service in‑house advice and counsel to County departments and elected offices on all aspects of County employment, often in partnership with human resources professionals. The role also involves responding to litigation and representing the County and elected offices in agency investigations, administrative hearings, and employment proceedings in state and federal court. The attorney will have the opportunity to refine employment litigation skills from case inception through discovery, motion practice, trial, and appeal.

Duties and Responsibilities

Act as first and second chair on labor and employment litigation assignments.

Represent parties in labor and employment litigation from intake through final judgment, including trials and/or appeals.

Advise clients on legal matters.

Manage all aspects of assigned litigation, including drafting answers, discovery, depositions, motions practice, and other court documents.

Remain current on applicable case law and ethical obligations.

Conduct legal research assignments.

Presents or defends witnesses and evidence at administrative hearings, depositions, court hearings, mediations, and trial.

Develop exhibits and witnesses for dispositive motions.

Develop and maintain relationships with clients (including elected officials, employees and agency representatives), courts, court staff, the public, and work groups related to assigned cases.

Perform multiple projects simultaneously while maintaining productivity.

Use technology and other legal tools efficiently.

Respond promptly to phone calls, emails, and other correspondence.

Participate in one‑on‑one sessions with supervisor/manager for feedback.

Participate in division staff meetings.

Encourage and mentor attorneys, paralegals, interns, and law clerks.

Perform other duties as assigned.

Requirements

Education and Experience

A Doctor of Jurisprudence degree from an ABA‑accredited law school.

At least three (3) years of demonstrated experience practicing employment law.

Active membership in good standing with the Texas State Bar and eligibility for admission to federal court.

Knowledge, Skills, and Abilities

Excellent research, writing, and courtroom skills.

Excellent interpersonal communication skills and ability to work collaboratively.

Proficiency with technology and legal tools such as Microsoft Office Suite, Westlaw, and Adobe.

Familiarity with federal and state employment laws.

Motion practice experience.

Experience conducting discovery.

Knowledge of civil procedure and evidence rules.

Analytical skills for thorough legal and factual analysis.

Good judgment and the ability to work extended hours as needed.

Ability to organize and prioritize assignments to meet deadlines.

Ability to comply with office policies and training requirements.

General Information

Located in downtown Houston, the Harris County Attorney’s Office represents Harris County government, the Harris County Flood Control District, the Harris County Toll Road Authority, and the Greater Harris County 9‑1‑1 Emergency Network in all civil matters, including lawsuits. The office also provides legal advice to county officials and employees.

Work Environment and Physical Demands

Professional office environment with standard office equipment.

Sedentary role requiring standing or sitting for prolonged periods, occasional lifting up to 10 pounds, repetitive motions, and regular computer work.

Position Type and Typical Hours of Work

Full‑time position.

Monday through Friday, 8:00 AM – 5:00 PM.

Occasional weekends and holidays as necessary.

Compensation

Base compensation determined by qualifications and comparable positions.

Includes paid leave programs, health benefits, and retirement plans.

Eligible for compensatory time off for hours worked over 40 in a workweek.

Employment may be contingent on passing a drug screen and meeting other standards.
