Department Information This recruitment may be used to fill multiple vacancies. This position is open to current Colorado residents only. Hybrid (travel within state) with one day per month in the office. Working arrangements are subject to change.

Description of Job This position will be paid bi-weekly. It is a manager position that supervises a minimum of three full‑time employees. Two of these positions are term‑limited, grant‑funded roles that support 988 duties and are intended to transition to unlimited positions. The third position is a vacant Community Outreach Coordinator.

The Program Manager will add organizational structure to the 988 Enterprise by creating a dedicated program team and will collaborate with the 988 Contracts Administrator and the 988 Marketing & Outreach Specialist to coordinate operations, vendor oversight, marketing alignment, and program delivery. Direct supervision is provided by the 988 Director.

Job Duties Oversight and Contract Management Coordinate with the 988 Director to manage day‑to‑day operations of the 988 program, focusing on oversight and continuous monitoring of the contract with the statewide contact center provider. Responsibilities include ensuring contractual compliance, program quality assurance, and effective vendor management. Supervise staff responsible for SAMHSA coordination, 988/911 interoperability, and contact center operations, while aligning with the Marketing & Outreach Specialist on community outreach.

Key Functions

Work with the 988 Director and 988 Enterprise Board to align program development with legislative intent.

Lead drafting, updating, and monitoring of contract statements of work; collaborate on contract amendments and procurement processes.

Make day‑to‑day budget decisions, including invoice review and programmatic approval, with the 988 Contracts Administrator.

Participate in monthly data review and reconciliation with contracted data vendors, the contact center vendor, other 988 contractors, and the National 988 Lifeline Administrator/SAMHSA.

Serve as primary point of contact for complaints related to the 988 line, ensuring timely investigation, resolution, and documentation, and develop performance improvement plans as needed.

Determine corrective or contracting actions based on non‑compliance in coordination with the 988 Director, 988 Enterprise Board, and the BHA.

Stakeholder Training and Interactions Lead and support stakeholder engagement, training, and outreach activities that advance the operational and strategic goals of the 988 program. Act as a key contact for stakeholders in the behavioral health crisis system, including state and local agencies, internal BHA committees, external stakeholder commissions, and the 988 Enterprise Board. Participate in workgroups, committees, and training initiatives, representing the program’s interests and the broader system. Coordinate community outreach with the Marketing & Outreach Specialist, ensuring visibility across the state, including law enforcement agencies, the Colorado Department of Education, first responders, tribal communities, county health alliances, and priority partners.

Additional Responsibilities

Prepare materials for monthly 988 Enterprise Board meetings with Marketing & Communications, Fiscal, Contracts and Procurement, Leadership, Media, vendors, and other stakeholders.

Evaluate and recommend improvements to policies, procedures, and outreach strategies for effective engagement with law enforcement, hospitals, child welfare, schools, behavioral health providers, and other community resources.

Lead or support statewide 988/911 interoperability strategy development and implementation in partnership with BHA, the 988 Enterprise Board, the contact center provider, and Public Safety Answering Points (PSAPs).

988/Colorado Crisis Line (CCL) Promotion/Public Awareness

Coordinate with the 988 Director and the Marketing & Outreach Specialist to plan, coordinate, and execute culturally responsive strategies for promoting 988 statewide.

Collaborate with the BHA Communications team to shape messaging based on stakeholder feedback, outreach data, and emerging needs in the behavioral health system.

Serve as a visible representative of the 988 program in public forums, conferences, community events, and media engagements.

Team Lead and Mentoring Provide direct supervision, leadership, and guidance to a minimum of three FTE within the 988 Unit, including two SAMHSA grant‑funded positions and a vacant Community Outreach Coordinator. Responsible for hiring, onboarding, training, performance evaluations, coaching, corrective action, and workload distribution. Ensure staff activities align with program objectives, contractual requirements, and statewide crisis system priorities.

Other Duties as Assigned: Perform tasks or special assignments as required by BHA or the 988 Enterprise Board.

Experience and Education Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Eight years of relevant experience in program management, behavioral health administration, or crisis response operations; or an equivalent combination of education and experience totaling eight years.

Strategic program management and operational leadership in behavioral health, crisis response systems, or human services.

Contract oversight, vendor relations, and quality assurance skills.

Understanding of 988/911 interoperability and national crisis line standards.

Policy development, data‑driven decision making, and continuous improvement mindset.

Excellent communication and stakeholder engagement skills with diverse communities.

Supervisory experience with emphasis on coaching, performance management, and cross‑functional coordination.

Knowledge of SAMHSA grants, federal reporting requirements, and behavioral health funding mechanisms.

Motor Vehicle Check, if the employee will drive a state‑owned vehicle, either in an ongoing capacity while performing normal day‑to‑day duties or on occasion for training, meetings, or client visits.

Must possess a valid, non‑restricted Colorado Driver’s License or a non‑restricted U.S. Driver's License for positions within 30 miles of the CO state border.

Out‑of‑State Driver’s License holders must obtain a valid, non‑restricted Colorado Driver’s License within 30 days of employment start date.

Position requires travel to various meetings, trainings, and on‑site monitoring visits.
