The City of Pleasanton is seeking a dedicated and community‑minded
Environmental Services Specialist
to join our team in supporting the City’s
Water Conservation Program . This position plays a vital role in helping residents and businesses use water more efficiently, protect our natural resources, and comply with state and regional water conservation mandates. In This Role, You Will:
Lead the day‑to‑day implementation of the City’s Water Conservation Program.
Respond to public inquiries and provide guidance on water use, conservation strategies, and leak detection.
Conduct Controller Assistance Program services to help customers improve irrigation efficiency.
Review lawn conversion rebate applications and assist residents with planning their projects.
Investigate water waste reports and support enforcement efforts when necessary.
Plan and host educational workshops and outreach events on water conservation.
Analyze water consumption data and assist in regulatory reporting and program planning.
Update and maintain GIS and AMI data related to customer water use and conservation activities.
Assist with the implementation of state and local water conservation regulations.

Working occasional weekends, evenings, or in varied weather conditions for outreach events or inspections.
The Ideal Candidate Will Be:
Skilled in public speaking, customer service, and written communication, with the ability to explain technical concepts clearly.
Knowledgeable about irrigation systems, controllers, and water‑efficiency best practices.
Proficient with Excel, ArcGIS, and familiar with AMI data interpretation.
Analytical, with the ability to collect, interpret, and report on water consumption data.
Flexible and eager to learn about other environmental program areas within the City.
Committed to collaboration and continuous improvement in service to the community.
Additional Responsibilities
Receives and responds to water customers’ requests for recycled water and water conservation assistance, drought related inquiries, and general recycled water information.
Investigates water waste complaints by collecting information, determining source and violators, and documenting findings.
Conducts and tracks “Controller Assistance Program” surveys of residential and non‑residential landscape irrigation systems to provide water‑efficiency recommendations to participants, and ensure compliance with water waste prohibitions.
Conducts residential and non‑residential indoor and outdoor water fixture and irrigation system inspections to provide water‑efficiency recommendations, and/or as part of rebate program pre/post‑inspections.
Performs water customer leak analyses and develops water budgets for large landscaping accounts.
Conducts regular weekly review of constant consumption reports to determine likely leaks, and notifies customers of potential leaks.
Provides water meter performance checks when needed to ascertain information necessary to verify validity of constant consumption readings and/or assist concerned customers.
Coordinates and communicates with Zone 7 Water Agency on water‑efficiency programs, and participates in regular meetings with Zone 7 and the other tri‑valley water retailers on water‑efficiency topics.
Conducts cross‑connection and annual coverage inspection testing in compliance with State and recycled water permit requirements.
License and Certifications
Possession of a valid California Driver’s License is required.
Certified to perform landscape irrigation audits by an accredited academic institution, a professional trade organization or other program such as the US Environmental Protection Agency’s WaterSense irrigation auditor certification program and Irrigation Association’s Certified Landscape Irrigation Auditor program within one year of hire (Water Conservation).
Other Requirements
Work in all weather conditions.
Stand and walk for prolonged periods of time.
Walk on uneven surfaces.
Bend, twist, stoop, squat, and crawl to inspect facilities.
Hold/manipulate equipment necessary to complete assigned work.
Grasp devices including steel bars to lift manhole covers.
Lift and carry sampling equipment weighing up to 50 lbs.
Operate a motor vehicle.
Wear required safety equipment.
Work while exposed to dust, dirt, noise, moving traffic and its exhaust fumes, paint, epoxy, asphalt, smoke fumes, herbicides / pesticides, etc.
