GTA Senior Technical Business Analyst

The State of Georgia is dedicated to modernizing its court operations by building a secure, digital, cloud-based Case Management System that will interface across multiple courts and integrate with existing databases and reporting systems. This project partners the Judicial Council of Georgia/Administrative Office of the Courts (JC/AOC) with suppliers to implement the system statewide.
Responsibilities
Act as liaison between IT and business partners, analyzing business issues, defining requirements, creating screen designs, and recommending automated system controls.
Identify and communicate business needs for complex software solutions, translating them into functional and non‑functional requirements.
Lead elicitation, analysis, and documentation of business requirements for multiple projects and applications.
Participate in customer and project team meetings throughout the SDLC, facilitating workshops, interviews, and shadowing sessions.
Develop and communicate business and functional requirements, including use case narratives, diagrams, and requirement documents.
Maintain screen designs, user story maps, and process flow diagrams in Lucidchart; manage user stories in JIRA.
Deliver end‑user documentation and training, and conduct user acceptance testing.
Work onsite in the office five days a week; this is not a telework position.
Additional Duties Perform all other duties as assigned and demonstrate strong oral and written communication, interpersonal, consultative, facilitation, and critical analysis skills. Provide technical awareness and leadership in collaboration with development teams.
Qualifications
Bachelor's degree in computer science, information systems, or equivalent work experience.
Minimum of three years of hands‑on experience on diverse data integration projects.
Two or more years of experience with advanced requirements elicitation, documentation, integration, and user acceptance testing.
Advanced knowledge of business modeling, use case design, and software development life cycles.
Experience defining API service calls, documenting request and response formats, and collaborating with API developers.
Ability to create clear data flow diagrams and explain complex data flows to varied audiences.
Preferred Qualifications
Experience working in state or local government, specifically within the Georgia Criminal Justice System.
Advanced proficiency with Agile, Scrum, and Waterfall development methodologies.
Project management certification (PMP, ITIL Foundation, or similar).
Familiarity with Lucidchart and JIRA.
