HR Specialist, Performance & Recognition
Georgia Department of Community Health (DCH) is currently seeking qualified candidates for our HR Specialist, Employee Performance & Recognition. This specialist will have the opportunity to develop efficient practices and strategies that maximize employee performance and support their development. They will also implement and manage programs to acknowledge and reward employee contributions, fostering a positive and engaged work environment. This is a hybrid eligible position that reports directly to the HR Manager of Training & Performance, and the performance of these responsibilities may require frequent in‑office presence.
Employee Performance This includes contributing to the creation of organizational objectives and ongoing maintenance of existing performance appraisal systems. The specialist will be skilled at offering practical advice and guidance to teams and individuals to help them overcome performance barriers, enhance employee productivity and foster a performance‑driven culture. The ideal candidate will have a proven track record in implementing effective performance management systems and recognition programs.
Essential Duties & Responsibilities are as follows:
Manage the new hire and annual performance appraisal efforts for the agency at large.
Serve as HRIS Administrator providing systems support and guidance navigating employees throughout Georgia’s ePerformance Platform.
Create and oversee the implementation of the procedures that support and enhance employee performance in concert with the agency’s values and in accordance with agency and statewide policy and procedure.
Establish a relationship with managers and supervisors to drive employee performance within their offices and divisions.
Gather and assess business intelligence and the necessary data to assess employee performance and identify individual and departmental workplace issues and development barriers.
Conduct research-based performance efficiency reports to suggest performance management changes as necessary.
Provide HR Managers with insightful training practices and opportunities to reach the established performance target goals.
Determine and resolve workplace issues that prevent optimal performance, such as individual grievances or poor departmental structures.
Explain to employees the methodology of current or upcoming performance practices thoroughly and professionally and follow up with them to ensure organization-wide understanding.
Identify overarching company performance and development goals.
Works within the agency LMS to support Performance Improvement Plans and Employee Learning or Development Plans as needed.
Employee Recognition The HR Specialist will also be passionate about fostering a positive work environment where employees feel seen and heard across the agency at large. This includes implementing and managing HR programs or initiatives that support morale and positive work experience for employees throughout the agency.
Conducting Employee Surveys to gather and analyze data to understand employee needs.
Planning and Executing Events by organizing employee recognition programs and initiatives.
Fostering Communication by developing channels that keep employees informed and connected.
Developing Action Plans that translate feedback into actionable strategies for improvement.
Monitoring Impact by tracking the effectiveness of engagement initiatives with clear metrics.
Minimum Qualifications High school diploma/GED and two (2) years of job‑related experience in human resources; or one (1) year of experience required at the lower‑level HR Spec 1 (HRP020) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over‑year.
Agency Specific Preferred Qualifications
A bachelor’s degree in human resources, Industrial/Organizational Psychology, Adult Education, Public Administration, or Business Administration.
Three (3) to Five (5) years in performance management or related human resources roles and will have a proven track record in implementing effective performance management systems.
Exemplary interpersonal and mentorship skills, with the ability to easily interact with all organizational levels.
Excellent communication, interpersonal, and presentation skills.
Strong understanding of engagement principles and best practices.
Strong analytical skills and data‑driven thinking.
Proficient in HR software and performance management systems.
Experience with interpreting performance data and statistics.
Experience administering HRIS systems for Performance Management.
Ability to explain complex processes and employee development milestones in a clear manner.
