Program Overview The
Case Management Modernization (CMM) Program
supports the Administrative Office of the U.S. Courts in developing a modern cloud‑based solution to replace the current Case Management and Electronic Case Filing (CM/ECF) system. As a Manual Test Engineer you will perform manual test design, execution, and validation of system functionality, integration, and user experience.
Key Responsibilities
Develop detailed manual test cases from user stories, acceptance criteria, and design specifications.
Execute functional, regression, and end‑to‑end testing for web and cloud‑based CMM applications.
Validate user interface, workflow, and data integrity across integrated modules.
Identify, document, and prioritize defects using Jira, Azure DevOps, or equivalent tools.
Log bugs clearly and accurately, collaborating with developers to resolve issues.
Participate in Agile ceremonies (daily standups, sprint reviews, retrospectives) to ensure quality integration at each stage of delivery.
Analyze functional documents to align test coverage with business needs.
Verify Section 508 accessibility compliance and support FedRAMP or NIST control adherence.
Support the QA & Compliance Lead in test documentation, metrics tracking, and readiness reporting.
Perform smoke and sanity testing during deployment cycles to confirm release readiness.
Collaborate with Automation and Performance Testers to coordinate manual and automated regression coverage.
Assist in user acceptance testing and verify software readiness before deployment.
Maintain comprehensive test evidence and contribute to audit readiness documentation.
Required Qualifications
Bachelor’s degree in a relevant discipline.
5+ years of experience in software testing, quality assurance, or validation roles.
Proven expertise in designing and executing manual test cases in Agile or SAFe environments.
Experience defining test strategies for cloud‑based “green field” application development initiatives.
Working knowledge of test management tools such as Jira, TestRail, or Zephyr.
Ability to validate front‑end (React) and API (Node.js) functionality in distributed environments.
Strong attention to detail and the ability to detect edge‑case issues.
Familiarity with browser developer tools for debugging and UI inspection.
Excellent communication skills for test reporting and defect documentation.
Experience working in federal software modernization or cloud‑native environments.
Experience testing containerized applications utilizing Docker, Kubernetes, or OpenShift.
Understanding of API testing concepts (Postman, ReadyAPI) and test automation frameworks (Selenium, Playwright).
Knowledge of performance testing and load validation processes.
Experience with FedRAMP, NIST, and Section 508 compliance testing.
Solid understanding of Agile & DevOps methodology and culture.
Demonstrated ability to work effectively, independently, and as part of a team.
Preferred Certifications & Qualifications
ISTQB Certified Tester – Foundation Level (CTFL).
Certified Agile Tester (CAT) or SAFe Practitioner (SPC/SSM).
AWS Cloud Practitioner certification.
U.S. Person with ability to obtain a Public Trust clearance with the Administrative Office of the U.S. Courts.
Benefits & Compensation Competitive salary range $144,410 – $195,378 annually, depending on experience, geographic location, and contractual requirements.
