Position Description
Seattle City Light, a department of the City of Seattle, is one of the nation’s largest municipally owned utilities in terms of the number of customers served. Seattle City Light is hiring 2 Communications Electrician II positions for two different locations. One position will be working at our North Service Center and one position will be working at our Boundary Powerhouse.
Communications Electrician II requires specialized knowledge of electronics theory, circuit design, computer programming, types of equipment and materials to install, maintain, and repair a variety of communications, and operations technology (OT) equipment. The position is responsible for installing, maintaining and repairing a variety of communications equipment, facilities, and other related electronic and mechanical equipment used for communications, monitoring systems, installation, programming, and generation equipment, while maintaining compliance with NERC requirements. The work requires the ability to use hand and power tools, operate electronic testing and diagnostic equipment, and read prints and specifications.
The North Service Center position will report to the Communications Electric Construction & Maintenance Supervisor. The Boundary position will report to the Electrician Constructor Crew Chief. Please note: The Boundary Hydroelectric Project is located 100 miles north of Spokane, near the town of Metaline. This position is full‑time, on‑site.
Job Responsibilities
Installs and repairs a variety of electronic communications and OT equipment and facilities. For example, land and mobile radio systems, SONET, multiplexing equipment, RTUs, switches, routers, and firewalls for substation and generation automation networks.
Maintains communications and OT equipment through inspections and testing programs. Identifies and repairs problems with communications equipment, OT equipment, and facilities at systems, board, and component levels. Implements cyber security on PLCs, HMIs, RTUs, SMCs and the laptops which interface with these OT assets; applies security patches; provides up‑date anti‑virus signatures, configures logging and updates passwords on OT assets in substations; configures systems which support management of patch application, anti‑virus signature updates, collection and management of logged data, and password management for critical cyber assets used to transmit and control the substation and generation systems.
Reads specifications, blueprints, manuals, and other technically related material to install, maintain, and repair communications equipment, OT equipment, and systems.
Plans, organizes, and implements plans to install and test equipment.
Reviews plans and schematic diagrams to provide design and installation recommendations. Documents any change or modification through Seattle City Light’s as‑built process.
Maintains accurate records of all electronic and mechanical systems, equipment and facilities maintained and repaired, updating records as necessary.
Programs computer testing and diagnostic equipment.
Fabricates specialized equipment to meet specifications, makes repairs, or modifies designs.
Performs other related duties of a comparable level/type as assigned.
Maintains the capability of integrating obsolete technology and protocols with newer and supported systems.
Working Environment / Physical Demands
Required to be on call 24 hours/day to respond to emergency situations.
Required to stand, walk, or bend for extended periods of time; work in confined spaces; work outdoors in all types of weather; and works in areas with high noise levels.
Required to lift over 50 pounds.
May require handling or working with toxic/hazardous substances.
Required to work near high voltage equipment and at high heights.
May require working at remote or out‑of‑town locations on occasion.
Qualifications Required Qualifications
Requires three years of experience in installing, maintaining, testing, and repairing electronic communications equipment and other electronic, mechanical instruments and equipment (or a combination of technical electronic education, or experience which provides an equivalent background required to perform the work of the class).
Certification / License
Current Washington State driver’s license.
Desired Qualifications
Strong background in telecommunications transport, SONET, Ethernet, and serial communication.
A strong background in fiber optic communications is beneficial, from installing, terminating, splicing, to testing fiber optics and the respective equipment that it’s connected to.
Proficiency with test equipment, digital multimeters, signal generators. Familiarity with fiber optic test equipment, such as OTDRs, light meters is beneficial.
The ability to improve the system, to strive for a more redundant communications system, by eliminating old or obsolete processes, equipment, or protocols.
Strong working knowledge of LAN and Wi‑Fi design, installation, provisioning, management, and repair.
Working knowledge of mobile radio infrastructure, installation, management, and repair.
Basic radio and repeater knowledge. Understand the principles of radio communication, propagation, and radio theory.
Working knowledge of SCADA and other automation operations technologies, installation, provisioning, management, and repair.
Ability to professionally communicate and work effectively with staff and management.
Ability to work independently and comfortably in a collaborative, team‑oriented atmosphere.
Agent for change – willing and able to learn new work processes and follow SCL policies/codes.
Additional Information The full salary range for this position is $64.04 to $67.15 per hour.
