Pay Range Anticipated Hiring Range: $73,000 - $83,625 annually.
Full Pay Range: $73,000 - $115,500 annually. Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification. This position is not eligible for overtime compensation.

About The Position The Homeless Initiatives Program Supervisor oversees all aspects of Maricopa County’s Human Services Department’s homelessness projects and programs. The supervisor works closely with the Assistant Director and Director, other government agencies, and regional nonprofit partners to end homelessness within Maricopa County.
About The Senior Services And Community Resilience Division The division provides housing stability for vulnerable residents, including older residents and individuals with disabilities. It prevents eviction for low-income families, provides crisis services, and supports homelessness through outreach and shelter services. The mission is to keep people housed and make homelessness rare and nonrecurring.
About Us The Maricopa County Human Services Department builds resilience and promotes well-being through programs in early childhood education, housing, homeownership, independent living, career development, crisis assistance, and support for those experiencing homelessness. In 2025, the department received 23 National Association of Counties Achievement Awards for its impact on low‑income and at‑risk communities.

We Require
Five years of professional experience in Homeless Services, including two years of supervisory experience.
Bachelor's degree in planning, social services, public administration, business administration, or a closely related field.
Substitution of post‑secondary education and/or job‑related experience substituting on a year‑for‑year basis.
We Also Value
Knowledge of federal, state, and local programs and funding for homeless services, including HEARTH, ESG, and CDBG regulations.
Knowledge of national, regional, and local trends using evidence‑based practices and data‑driven outcome measures.
Job Contributions
Perform supervisory duties including workload standards, performance plans, coaching, and hiring.
Lead the Homeless Initiative Unit (HIU) team in coordinating county homelessness programs and fund contracts.
Develop and implement program for homeless outreach in unincorporated areas.
Analyze data and budgets, establishing goals and strategies.
Collaborate with internal and external partners to build a network of community partners.
Monitor program performance data and implement process improvements.
Ensure compliance with funding requirements and legal regulations.
Partner with Assistant Director and Director to expand regional homelessness solutions.
Educate civic and governmental boards on homelessness causes and solutions.
Participate in regional committees and organizations.
Working Conditions
Must possess or be able to obtain a valid Arizona driver’s license by hire date.
Must complete a background check and fingerprint identification for an Arizona DHS Level 1 Fingerprint Clearance Card.
Hybrid schedule: regular on‑site presence with remote work flexibility; routine office tasks plus travel to county, client, and contractor locations.
