Proposal Manager (Hybrid - Tysons Corner, VA) Join ITCON Services in a fast‑growing small business as a Proposal Manager. This role leads competitive proposal bids and RFI responses for a range of federal customers, including Defense, Intelligence, Civilian, Health agencies and State and Local.

Location : 4‑day week onsite at our Vienna, VA headquarters.

Primary Responsibilities

Lead proposal efforts of various complexity ($50M and above) across federal government agencies and IT domains.

Analyze RFP/bid requirements to develop annotated proposal outlines.

Develop Proposal Management Plans, conduct proposal kickoffs, technical solution sessions, and provide direction to cross‑functional teams.

Conduct proposal progress status meetings and maintain proposal schedule.

Monitor RFP modifications and implement changes as required; support development of proposal strategies and win themes.

Lead writing, editing, and rewriting efforts.

Lead color team reviews and debriefs.

Lead proposal process improvement efforts proactively.

Provide input to proposal resources, including past performance, resumes, and archives.

Coordinate government debriefs and internal lessons‑learned meetings.

Support other business development activities.

Collaborate with the Client department to track opportunities and provide market research.

Develop training materials, presentations, and white‑papers.

Qualifications

Bachelor’s Degree with at least 12 years of related experience; 8+ years of Federal government proposal management, volume lead, support, and/or writing experience across IDIQs, BPAs, Task Orders, Call Orders, and RFIs/Sources Sought Responses.

Understanding of Federal procurement process and regulations (e.g., FAR), and training such as Shipley, APMP Foundation.

Demonstrated experience in proposal writing covering all typical solicitation sections.

Experience with traditional video, live orals, and/or demonstration proposals.

Evidence of a successful track record of high‑quality, high‑scoring proposals.

Strong technical writing, critical editing, organizational, and communication skills.

Ability to work under tight deadlines, including nights, weekends, and holidays.

Ability to develop and assist technical and capture personnel in creating compelling themes and messaging.

Strong leadership and ability to work both independently and as part of a team.

Experience supervising, mentoring, and training less‑experienced proposal resources.

Fluency with Microsoft Office and SharePoint/Teams.

Up-to‑date knowledge of marketing, editing, graphic design, and other proposal best practices.

Preferred: Experience with GovWin, BGov, or other relevant business intelligence tools.

Minimum experience supporting diverse solicitation sizes and complexities.

2+ years leading proposals over $50M.
