Senior Program Manager - IT Human Capital Management Support

is a key strategic and operational role responsible for delivering workforce and human capital management services. This position plays a vital role in sustaining a mission‑ready IT workforce across military, civilian, and contractor personnel, with a focus on performance, manpower planning, and readiness reporting. The successful candidate will bring specialized knowledge of military personnel systems and human capital regulations across DoD components, particularly Army, Navy, and Air Force programs.

Key Responsibilities

Provide senior‑level advisory and operational support across all human capital functions including manpower, performance management, position classification, and workforce planning.

Support PMO leadership in developing and updating performance goals, evaluations, awards, and professional development strategies for military and civilian personnel.

Coordinate with HR, C5ISR (Army), and other Service components on hiring actions, backfills, military billet tracking, and force development plans.

Assist in building and maintaining organizational charts, retention metrics, and recruitment pipelines to ensure workforce continuity.

Manage in/out processing, timekeeping, TDY tracking, and other personnel operations in collaboration with business staff and government HR leads.

Oversee the submission of monthly manpower readiness and HR performance reports.

Ensure compliance with DoD policies, DHA HR procedures, and Service‑specific human capital regulations.

Required Qualifications

5–7 years of experience in human capital management, HR operations, or manpower planning within a federal, military, or healthcare IT environment. Prior Defense Health Agency (DHA) experience is highly desirable.

In-depth understanding of military personnel systems, regulations, and service‑specific workforce programs (Army, Navy, Air Force).

Proficiency with Microsoft Office (Word, PowerPoint, Excel, Outlook) and SharePoint.

Ability to synthesize workforce data and develop actionable recommendations for senior leadership.

Excellent interpersonal and written/verbal communication skills; able to interact effectively across all levels of leadership and stakeholders.

Strong attention to detail and self‑motivated work ethic.

Certification in HR (e.g., PHR, SPHR, SHRM‑CP) is a plus.

Work Environment and Travel

Primary duty station is Falls Church, VA, with hybrid telework potential based on COR approval.
