This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions must adhere to U.S. Code, Title 10, and Department of Defense Instruction 1400.25. The position is located at Fort Meade, MD.

Salary: $120,579 to $164,793 per year.

Duties

Performing a variety of duties in the planning, analysis, formulation, justification, presentation, execution, and review of the USCYBERCOM’s multi‑year budget.

Reviewing and evaluating funding requirements.

Providing technical advice to program managers and budget analysts to higher echelons on all phases of the assigned budget processes.

Monitoring execution of current year budget activities and quarterly report requirements.

Recommending reprogramming of funds in relation to execution status.

Analyzing DA, DOD and USCYBERCOM policies, guidance, and reports to understand their meaning and impact to the major subordinate command’s budget planning and execution.

Requirements Conditions of Employment

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Three‑year trial/probationary period may be required.

Incumbent must possess or be able to obtain a Secret security clearance.

Requires travel (approx. 10%) using commercial and/or military transportation.

Incumbent is required to comply with all Department of Defense and Department of the Army requirements of the Financial Management Level 2 certification program.

Qualifications This Position is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work. You will receive credit for all qualifying experience.

Specialized Experience:

One (1) year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically: 1) budgeting and fiscal planning, 2) interpreting regulations and policies to manage and advise on organization budget programs, and 3) monitoring the status of funds obligation and expenditure for programs, and preparing budgeting reports.

Education Some federal jobs allow you to substitute your education for the required experience. For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted.

If you are a current federal career/conditional employee, you will be placed on an excepted appointment.

Direct Deposit of Pay is required.
