Reporting to the Vice President – Technical, the Director – HSEQ/Designated Person Ashore will lead the maritime compliance and quality management activities of a growing shipping company. The ideal candidate will have a background in health, safety, quality and environment best practices in both US and foreign flag environments. The role will be responsible for developing and maintaining the company’s SMS and quality management system, ensuring compliance with flag state, class and OCIMF requirements while ensuring efficient operations. The person in this role will be a leader with good management skills and knowledge of deep-sea shipboard operations in both US and foreign flag. This is an opportunity to be part of a rapidly growing operating business and to work closely with the senior executive team as an integral part of the team. Primary Responsibilities Perform the functions of a DPA in accordance with the letter and intent of the ISM Code. Perform the functions of Management Representative in accordance with the letter and intent of the ISO 9001 and 14001 Standards. Respond appropriately to Ship Management Reviews and implement safety commitments made in such responses. Host Ship Safety Committee and implement change as required. Provide input to Undesired Event and Near Miss analysis and response. Provide input to the corrective and preventive action process of internal and external audit/vetting findings and Port State Control findings. Participate in work permit approvals as appropriate. Arrange information distribution to ships on Lessons learned from selected internal and external Safety and Environmental related incidents. Arrange information distribution to ships on new HSEQ related rules and regulations, or internal requirements. Overview shipboard navigational standards, practices and procedures and make improvements to them as necessary. Liaise with Flag and Class on Safety issues and submit any required safety information to them in formats specified. Carry out investigations of incidents. Receive and send out to the Vessels all suggestions for improvement and updating of documentation. Provide suggestions for documentation improvement based on study of undesired events, near misses and other events. Arrange for updating of ship and shore documentation based on new rules, regulations and other advisories. Maintain the Company's Emergency Response Manual for Federated Maritime. Responsible for HSEQ & Systems for any required safety related documentation for vessels such as US VGP. Improving safety, quality, health and environmental performance. Improving internal and external audit, vetting and port state control performance, Improving documentation and procedures. Having up to date statistics at all times. Having up to date certification onboard at all times. Effective interaction within the department. Arrange for all required ISM and ISO related audits to be performed on company premises and internal audits onboard vessels. Follow up on the implementation of corrective and preventive actions against such audit findings. Arrange external audits by Class/Flag related to ships initial ISM SMC certification for Federated Maritime vessels. Monitor that annual internal audits of the ships are completed as scheduled and non-conformances properly addressed. Perform occasional shipboard safety audits and training. Plan and perform office based annual internal audits. Arrange for ISM and ISO related certificates for the Company and their endorsement following audits. Be the Custodian of original certificates as mentioned above. Arrange for initial ISM SMC/ ISPS ISSC certificates for ships. Arrange for Continuous Synopsis Records to be procured as necessary for ships. Arrange for Owners ISM Notification to Flag Documents and their upkeep. Arrange for Company's notification to Flag and their upkeep. Other tasks as assigned and/or required to maintain a world class HSEQ system. Preferred Qualifications BS or BE in engineering, naval architecture, maritime studies or related field Shipboard officers license (deck or engine) This person must have held a senior position in the HSEQ department in a shipping or offshore company Hold or able to obtain a personnel security clearance at the Secret level This person needs to be a safety specialist with skills necessary to manage multiple projects and organizational skills to understand and maintain details of intricate situations This person must have an attitude where dynamic situations are not impossible to comprehend, dynamic situations are able to understand and worked through, complex adversity is not viewed as a problem but viewed as a challenge This person must be able to communicate with Executives and Shipside staff in a clear and methodical tone using all avenues available for dispersion of material and knowledge Seniority level
