The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of Community‑Based Organizations (CBO) throughout New York City. The agency administers city, state and federal funds to innovative programs that positively impact youth and communities. As the designated Community Action Agency for New York City, DYCD administers Community Services Block Grant (CSBG) funding to help low‑income families achieve economic self‑sufficiency.
Overview Under the supervision of the Assistant Commissioner for Community Development, the Senior Policy Advisor will ensure that DYCD and its providers remain in compliance with CSBG terms and provisions. The role focuses on partnership, compliance, program design, data analysis, and public representation.
Responsibilities
Partner with community leaders, elected officials, community boards, and local CBOs to design services that empower residents to become self‑sufficient.
Stay current on tools, services, and supports that alleviate poverty, including job creation, education, healthcare, technology access, and social safety networks.
Assist with developing new program areas as trends emerge.
Represent DYCD in forums promoting effective service delivery, coordinating campaigns to enhance the agency’s profile as the Community Action Agency for the City of New York.
Prepare timely and accurate monthly, quarterly, and annual programmatic reports with analyses of services provided and their impact.
Review, analyze, and evaluate program data, contract performance reports, agency audits, procurement, and fiscal documents to ensure compliance and responsiveness to community needs.
Provide assistance to CBOs in identifying resources, strengthening linkages and referrals, and promoting best practices.
Minimum Qualifications
Bachelor’s degree in Public Administration, Business, Law, or a related field and six months of satisfactory full‑time professional experience in compliance, auditing, accountability or governance, preferably in the public or nonprofit sector.
Associate degree with 60 semester credits and 18 months of satisfactory full‑time experience as described above; or a four‑year high school diploma with two and a half years of satisfactory experience.
Combination of education and experience equivalent to options 1 or 2, with college credits substituting for experience at a rate of 30 semester credits for every 6 months of experience.
All candidates must have at least a four‑year high‑school diploma or equivalent and 6 months of experience described in option 1.
Preferred Skills
Knowledge of nonprofit business operations and organization management.
Experience developing, managing, and monitoring human services programs and reporting methods.
Exceptional leadership, organizational, and analytical skills.
Strong oral and written communication, including public presentations, facilitation, and training.
Ability to juggle multiple projects and priorities simultaneously.
