Associate Retirement and Benefits Officer
in the Retirement Services Division. This role offers a detail‑oriented professional with strong analytical skills and a passion for public service the chance to lead in administering complex retirement and benefit programs that directly support Connecticut’s workforce.

Administer and oversee pension plans managed by the Office of the State Comptroller, including the State Employees Retirement System (SERS), Municipal Employees Retirement System (MERS), Judges, Family Support Magistrates and Compensation Commissioners Retirement System, States Attorney Retirement System, and Public Defenders Retirement System.
Serve as a subject matter expert for retirement and benefit entitlements, explaining options and providing guidance to clients with clarity and professionalism.
Draft clear, accurate, client‑focused correspondence explaining benefits, plan options, and other retirement‑related information.
Process and review transactions in Core‑CT, ensuring accuracy and compliance with policies, regulations, and collective bargaining agreements.
Investigate and reconcile accounts, resolving discrepancies and ensuring accurate benefit payments and fund balances.
Lead and mentor staff, providing guidance, training, and quality assurance to ensure consistent and high‑quality service.
About Us The Office of the State Comptroller (OSC) provides accounting and financial services, administers employee and retiree benefits, develops accounting policy, exercises accounting oversight, and prepares financial reports for state, federal, and municipal governments, and the public. The Retirement Services division offers comprehensive services for state pension plans, including counseling, application processing, and policy development.
Minimum Qualifications – General Experience
Seven (7) years of experience in employee benefit and/or retirement administration.
Minimum Qualifications – Special Experience
One (1) year of the General Experience must have been at the professional working level in accounts examining, human resources, payroll, or related administrative functions.
Minimum Qualifications – Substitutions Allowed
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one‑half (1/2) year of experience, to a maximum of four (4) years for a Bachelor’s degree.
A Master’s degree in business administration, accounting, or a closely‑related field may be substituted for one (1) year of the General Experience.
Preferred Qualifications
Experience coaching, training, and motivating professional staff.
Experience assessing retirement plan eligibility, election options, membership, and contribution rates, and communicating determinations to employees, retirees, or agency partners.
Experience resolving complex problems, demonstrating leadership, and delivering customer service in a fast‑paced or changing work environment.
Experience exercising independent judgment and making data‑driven decisions, clearly explaining the reasoning for conclusions.
Experience interpreting statutes, regulations, and plan documents, including determining applicability in cases of ambiguity or complex scenarios.
Experience maintaining professionalism and composure under pressure, navigating difficult or sensitive interactions with clients or stakeholders.
Experience applying collective bargaining agreements or stipulated agreements to retirement and benefits administration, ensuring compliance and practical implementation.
Experience managing competing priorities and deadlines, demonstrating organizational and time‑management skills.
Experience using computer systems to collect, maintain, and analyze large datasets, and creating clear visual presentations to communicate findings to groups or stakeholders.
Experience identifying and implementing process improvements that streamline workflows, increase efficiency, or reduce errors, with demonstrable results.
