Overview The Department of Innovation & Technology (DoIT) is seeking a qualified candidate to fulfill the duties of a Business Analyst/Scrum Master in Application Services. In this role you will serve as the Scrum Master for a .NET development team, promote Agile principles and practices, and lead sprint planning and backlog refinement. You will also act as a project coordinator for large‑scale requests, ensuring documentation, scheduling, and training are effectively managed.

Essential Functions

Perform complex professional and advisory functions in Application Services for the Enterprise Application Services division.

Serve as the Scrum Master for a .NET software development team, promoting Agile principles and facilitating Scrum events.

Coordinate large‑scale project activities, reviewing requests, managing documentation, and monitoring schedules and testing.

Maintain knowledge of new IT developments through continued education and professional growth.

Perform other duties as required within the scope of the role.

Minimum Qualifications

Four (4) years of college coursework in computer science or a related field.

Three (3) years of professional experience in Application Services or a related IT field.

Specialized Skills

Three (3) years of experience as a Business Analyst on software development projects, documenting requirements, use cases, process flows, and translating them into user stories.

Three (3) years of experience serving as a Scrum Master for a software development team, leading Agile events and guiding iterative delivery.

Three (3) years of experience customizing and managing Azure DevOps environments, including boards, sprints, releases, and CI/CD pipelines.

Three (3) years of experience developing and maintaining Detailed Functional Design Documents and related release and deployment documentation.

Preferred Qualifications

Three (3) years of experience as described in Specialized Skills.

Three (3) years of experience coordinating technical initiatives and stakeholder engagement.

One (1) year of experience in a government agency supporting application modernization or cloud migration.

Three (3) years of experience in organizational change management activities.

Proficient in Microsoft Office Suite, SharePoint, OneNote, Power BI, and JIRA.

Professional Scrum Master (PSM) certification.

Conditions of Employment
