Community The County of Alameda is located on the east side of the Bay across from the San Francisco Peninsula. Commonly referred to as the "East Bay," the region has been the fastest-growing in the Bay Area for more than two decades. Alameda County offers a variety of popular destinations, including the Oakland Museum, Chabot Space and Science Center, the Oakland Athletics, Livermore and the Tri-Valley Wine Country. It is home to many parks, trails, and championship golf courses and hosts world‑class symphony performances, dining, and top‑rated accommodations. The University of California, Berkeley and California State University, East Bay serve the area. Transportation is accessible via Oakland International Airport, BART, and the San Francisco Bay ferry system.

The Position This position provides direct administrative assistance to the Agency Director or designee, often involving highly sensitive and/or confidential matters. Incumbents must use independent judgment, tact, and discretion. Responsibilities include resolution of internal management, policy, and operational problems. The role requires exceptional analytical and organizational skills, clear written communication, and the ability to interpret complex policies and regulations. Strong oral and written communication skills are essential, including drafting press releases, speeches, and other written materials.

Minimum Qualifications Education:

Graduation from an accredited four‑year college or university (180 quarter or 120 semester units) with major coursework in business or public administration, a social science, or a field related to the work. An advanced degree is desirable. Professional‑level administrative services or social service experience may substitute for education on a year‑for‑year basis.

Experience:

Equivalent to four years of full‑time, professional‑level administrative or managerial service provision experience, preferably in a direct client service delivery setting.

License:

May require a valid California Motor Vehicle Operator’s license.

Knowledge and Skills The most suitably qualified candidates will possess the following competencies:

Knowledge of:

Principles and practices of direct client service delivery.

Principles of public administration.

Practices and techniques of administrative analysis and report preparation.

Principles and techniques of public information dissemination.

Computer applications related to the work.

Budgetary and financial record‑keeping techniques.

Office administrative practices and procedures, including records management and the operation of standard office equipment.

Basic supervisory principles and practices.

Basic public personnel, purchasing and contract administration practices.

Ability to:

Plan and conduct complex and sensitive administrative and operational studies.

Identify management and operational problems, investigate and evaluate alternatives and implement effective solutions.

Interpret, explain, and apply complex policies, regulations, and procedures.

Direct the work of a small staff.

Prepare clear, accurate, and effective reports, correspondence, policies, newsletters, and other written materials.

Represent the agency and the County in meetings with others and make effective public presentations.

Organize and prioritize work and meet critical deadlines.

Maintain accurate records and files.

Exercise sound independent judgment within established policies and guidelines.

Establish and maintain effective working relationships with contacts in the course of the work.

Examination Components The examination will consist of the following steps: 1) Review of applicants' applications to verify possession of minimum requirements. 2) Review of the supplemental questionnaire to determine the best qualified. 3) An oral interview (weighted 100% of the candidate's final examination score). The oral interview may contain situational exercises. Candidates must attain a qualifying rating on each portion of this examination. Alameda County utilizes a Civil Service Selection System founded on merit.

Review of minimum qualifications: Monday, November 17, 2025.

Review of supplemental questionnaire: Week of December 1, 2025.

Virtual Civil Service oral examination: Week of January 5, 2026.

Notification of results: Week of January 26, 2026.
