Human Resources Generalist – City of Bismarck This position is responsible for directing the City’s financial operations.

Base Pay Range $146,149.60/yr – $164,418.42/yr

Responsibilities

Serve as Chief Financial Officer and financial advisor to the Finance Commissioner, the City Commission and City administrators.

Direct the development of the annual City budget and the five‑year capital improvement plan.

Provide leadership, planning and direction for Fiscal Services, Special Assessments and Assessing divisions.

Participate in inter‑departmental meetings, projects, studies, task forces and committees to provide input, advice and technical assistance; work with the administration to develop and implement organizational improvements throughout city departments.

Ensure compliance with the City’s budget ordinance, generally accepted accounting principles (GAAP), local ordinances, city policy directives and applicable state and federal laws.

Review and approve city contracts.

Prepare financial forecasts, monthly statements and cash flow analyses of major city funds and projects; coordinate submission of agenda items to City Commission meetings.

Establish department budget, authorize expenditures and prepare budget amendment recommendations.

Hire, train, assign, direct, schedule, supervise, evaluate and discipline personnel.

Prepare annual financial statements for city and police pension funds; interpret valuation reports and develop analysis and funding recommendations.

Prepare all revenue and special assessment bonding transactions, working with financial advisor, bond counsel and rating agency to ensure successful issuance, adequate cash flow and compliance with requirements.

Review changes in state guidelines and professional standards; develop policies and procedures to ensure compliance; provide guidance to subordinate supervisors.

Oversee the preparation of the Comprehensive Annual Financial Report (Annual Report) and the Schedule of Expenditures of Federal Awards.

Manage implementation of new accounting, federal, state and other compliance requirements.

Oversee procurement process, policies, ordinances and procedures; manage the procurement officer.

Organize the pension actuarial process and prepare schedules for the actuary to calculate the annual pension actuarial report.

Assist with annual salary increase process.

Member of the vacancy review committee.

Manage preparation of the annual Assessing Report and presentation to City’s Board of Equalization.

Oversee selection of an independent auditor; assist with independent audits and implement changes to address findings.

Minimum Qualifications

Knowledge and competency commonly associated with completion of a bachelor’s or master’s degree in financial management or related field.

CPA preferred.

Seven years of related experience or sufficient experience to thoroughly understand the diverse objectives and functions of the division/department and to direct and coordinate work within it.

Possession of or ability to obtain a valid driver’s license issued by the State of North Dakota for the type of vehicle or equipment operated.
