Position Summary The Vice President of Engineering provides overall leadership, strategic direction, and management of GSOC Engineering staff, including Operations Engineering and Operations Planning groups, to support 24‑hour day operations of generation and transmission systems. The candidate will understand GSOC’s operational model and strategic vision to help meet current and future needs of Member Owners, Oglethorpe Power Corporation and Georgia Transmission Corporation. This role directs development and implementation of electric system operation policies, procedures, and guidelines that maintain competitive operational posture while achieving prudent operating practices. Responsibilities include technical and operational guidance on system modeling, planning and scheduling, interchange, load forecasting, reliability criteria, transmission investments, and ECS display policies, as well as directing department activities such as strategic direction, budgeting and staff development.
Key Responsibilities Strategic Management
Apply long‑term strategic vision to align engineering initiatives with GSOC’s mission and member needs.
Identify opportunities to improve system reliability, operational efficiency and infrastructure resiliency.
Anticipate future requirements by monitoring energy trends, regulatory changes and emerging technologies to deliver innovative, cost‑effective solutions.
Develop and execute departmental strategies that advance corporate goals within established resources and constraints.
Organizational Readiness & Risk Management
Ensure the Engineering Department is prepared to meet evolving business, compliance and member requirements.
Lead development and execution of business plans, continuity and disaster recovery programs.
Identify and mitigate organizational risks through sound policies, controls and resource planning.
Provide recommendations and reports to GSOC Officers, Executive Management and Board Committees on department‑related programs and initiatives.
Relationship Management
Build and sustain strong collaborative relationships with Members, peer cooperatives, GTC, OPC, Georgia Power, Southern Company and other stakeholders.
Liaise with Board Committees and the Board of Directors to communicate strategic priorities, performance and challenges.
Represent GSOC in technical and operational discussions to resolve issues, identify opportunities and advocate for Member interests.
Establish open communication channels that encourage members to raise concerns and collaborate on solutions.
Partner cross‑functionally with internal departments to ensure cohesive service delivery and consistent communication.
Financial Management
Oversee development and management of departmental budgets, forecasts and expenditures.
Monitor financial performance and identify opportunities to control costs while maintaining service quality.
Review and approve contracts, purchase orders and vendor relationships to ensure fiscal responsibility and compliance.
Personnel Management & Development
Lead and develop a high‑performing Engineering team through hiring, coaching, performance management and succession planning.
Promote professional growth, technical training and cross‑training to ensure business continuity.
Administer corporate policies fairly and consistently, ensuring compliance with all legal, regulatory, and corporate requirements.
Encourage a culture of collaboration, accountability and continuous improvement.
Leadership & Culture
Inspire others to achieve excellence by communicating a clear vision and aligning departmental goals with corporate objectives.
Set and model high standards for ethical conduct, teamwork and work habits.
Drive innovation and continuous improvement to maintain GSOC’s leadership in engineering excellence.
Operations Management
Ensure engineering projects are executed efficiently, safely and in full compliance with FERC, NERC and SERC regulations.
Oversee engineering support of Control Center activities, including operational service agreements and revenue‑generating contracts.
Provide leadership in project management, quality assurance and operational process improvements.
Quality & Systems Management
Ensure appropriate allocation and management of resources to deliver timely, high‑quality results on strategic initiatives.
Evaluate and enhance departmental systems and information services to meet present and future operational needs.
Ensure compliance with all applicable legal, regulatory and corporate policies.
Required Qualifications Education
Bachelor’s Degree in Engineering or related field.
Experience
Ten years’ experience, including at least five years of engineering and/or operations responsibility for generation/transmission/energy management with an operating electric utility.
Knowledgeable in electric system planning, operations, control systems, forecasting and generation/transmission study processes.
Licenses, Certifications and Registrations
Professional Engineering certification preferred; advanced degree preferred.
Skills
Knowledge of PC applications, applications of "real‑time" energy control systems for electric utility operations, economic dispatch priority, field equipment operation, equipment loading limitations, and protective relay schemes.
Excellent interpersonal, written and verbal communication skills.
Capability to prepare and deliver presentations to all levels of management and industry groups.
Specialized Skills & Requirements
Excellent leadership, management and communication skills.
Strong analytical and problem‑solving skills with ability to develop and implement effective solutions.
Proven track record in driving process improvements and automation initiatives; ability to build and maintain strong relationships with key stakeholders.
