The Office of Homeland Security (OHS) is seeking a permanent part‑time Emergency Medical Dispatch (EMD) Program Coordinator (Compliance Specialist 4G) in its Public Safety Communications (PSC) Division. This onsite, essential public safety position requires a minimum of 67 hours per two‑week pay period.

About The Position

Oversee compliance of Maryland’s mandated EMD program, related education, accreditation standards, and 9‑1‑1 quality assurance standards within Prince George’s County’s 9‑1‑1 Center.

Coordinate with OHS/PSC Deputy Director, OHS/PSC Division Chief, 9‑1‑1 Specialists, State and County Medical Directors, State EMD Coordinators, and Emergency Medical Services providers to deliver professional services to a diverse population.

Conduct independent verification and validation reviews, inspections of 9‑1‑1 Specialist process compliance, EMD processes and procedures, and accreditation standards.

Develop and coordinate the OHS/PSC Law Enforcement and Fire/EMS Dispatcher Quality Assurance Program.

Maintain IAED Emergency Medical Dispatch (EMD), Emergency Fire Dispatch (EFD), Emergency Police Dispatch (EPD) protocols and quality assurance.

Coordinate updates of IAED Protocol software and related training requirements with Technical and Operations Management.

Prepare reports, correspondence, statistical analyses, and documentation on routine and complex issues.

Support EMD certification, recertification, and remedial training for 9‑1‑1 Specialists; provide CPR certification and instruction as required.

Perform systematic quality assurance reviews to enhance 9‑1‑1 process effectiveness.

Assist with other duties within the general occupational category per class specification.

Qualifications Minimum Qualifications

Bachelor’s degree in computer science, mathematics, business, public administration, or a closely related field.

At least three (3) years of experience managing product or service testing, monitoring service levels, inspections, benchmarking, metrics, IV&V, quality reports, auditing, assessments, quality control activities, and interfacing with configuration management, release management, troubleshooting, problem resolution, or data analysis.

At least one (1) year of supervisory or lead experience overseeing direct reports.

Preferred Qualifications

Compliance with State of Maryland COMAR Title 30 EMD Coordinator requirements, including minimum three (3) years of public safety call taking and call allocating experience, an EMD license, and experience in EMD education programs.

Minimum five (5) years of experience auditing and evaluating emergency 9‑1‑1 calls in alignment with EMD, EFD, and EPD IAED Protocols Quality Assurance criteria.

Certified EMD, EFD, EPD, EMD-Q, EFD-Q, EPD-Q, and Certified Telecommunicator Officer (CTO) CPR instructor.

Expert knowledge of IAED emergency dispatch trends and proficiency with IAED AQUA, NICE Logging Recorder, VESTA 9‑1‑1, and Motorola Premier One CAD systems.

Minimum two (2) years of process improvement and auditing experience.

Excellent written and oral communication skills; proficiency in Microsoft Office, Adobe Acrobat Pro, and related software.

Minimum five (5) years of supervisory or management experience.

Conditions of Employment

Must possess all required certifications at the time of application.

Must meet training and performance standards and demonstrate proficiency per COMAR and agency requirements.

Uniforms, headsets, protective apparel, and equipment must be worn and used.

Must successfully pass pre‑employment checks, including background investigation and drug screening.

Essential public safety employee: must report during standard/non‑standard hours, during emergencies, and may be required on‑call.

Must be able to work rotating shifts and maintain a valid driver’s license.

Minimum 67 hours per two‑week pay period.

Job Location 17321 Melford Boulevard, Bowie, Maryland and 9‑1‑1/Dispatch Back‑Up Center at 7915 Anchor Street, Landover, Maryland. This position does NOT offer the opportunity for telework.
