Salary Range:
$111,478.00 – $183,868.00 ANNUALLY
Job Summary The Mayor’s Office of Recovery Programs oversees initiatives authorized through the American Rescue Plan Act (ARPA) and the Opioid Restitution Fund (ORF). Project Managers report to the Chief Recovery Officer and focus on overseeing technical assistance and execution of ORF-related projects and other legislative initiatives, ensuring timely completion within budget.
Essential Functions
Coordinate funding sources and strategies with agency leaders.
Serve as primary liaison to agency heads, project managers, and community-based organizations.
Communicate project requirements and objectives to stakeholders.
Identify and resolve project issues with project personnel.
Manage project plans, including objectives, technology, schedules, budgets, and staffing.
Monitor costs, milestones, and deliverables; conduct risk management.
Produce and distribute status reports and project documentation.
Review and approve modifications to project plans.
Facilitate project meetings and internal reviews.
Implement improvements in communication and project monitoring.
Coordinate resource procurement activities.
Perform other duties as assigned.
Minimum Qualifications
Education:
Bachelor’s degree required. Master’s degree preferred.
Experience:
5+ years of related professional experience; 2+ years in project management preferred. PMP certification is a plus.
Equivalency:
Equivalent combination of education and experience acceptable.
Driver’s License:
Valid Maryland Class C Noncommercial driver’s license and eligibility for a Baltimore City driver’s permit. No provisional licenses. Upload a copy of the license at application time.
Knowledge, Skills, and Abilities
Highly attentive to detail.
Excellent time management with ability to handle multiple tasks simultaneously.
Knowledge of construction project management and contract administration.
Proficiency in using business software for workflow analysis and technical correspondence.
Additional Information Eligible candidates may be required to complete a Criminal Background Check, Fingerprint screening, and a 6‑Month mandatory probation. Financial disclosure is required per City Ethics Law.
